CITY OF NORTH OLMS FED <br />RESOLUTION NO. 2023 -29 <br />BY: Mayor loner <br />A RESOLUTION DISPENSING WITH THE FORMAL RFP PROCESS <br />AND AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH VISION BENEFITS OFAMERICA, INC. (VBA) TO PROVIDE FOR <br />EMPLOYEE HEALTH CARE BENEFIT'S. <br />WHEREAS. Vision Benefits ol'Amenca, Inc (VHA) has been utilized by the City since <br />June, 2019 when Union P;Ne Cm -c ceased operations. to protide for vision care benefits to <br />qualified City employees; and <br />WHEREAS. the City by virtue of Collective Bargaining Unit is required to protide <br />vision benefits to identified employees; and <br />WHEREAS. the Human Resources Department has been satisfied kith the quality of the <br />professional services provided and believes that an extension of that relationship is warranted, <br />including the maintenance of existing rates, from July L 2023 through December 3 L 2025; and <br />WHEREAS, Section 112.10(6) of the Administrative Code protides, as an exception to <br />the RPp process. that the City ntay, upon approval of the Council, dispense with it formed Up if <br />the scitiicce Sought are of a continuing nature; and <br />WHEREAS, it is the desire of this Council. based upon the recommendation of the <br />Director of I ]union Resources. to authorize the Mayor to enter into an agreement with VRA to <br />continue to provide such health care services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE C17TY 01-- <br />NORTH <br />I'NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE_ OF OHIO: <br />SECTION 1: That the Mavor be, on behalf of the City of North Olmsted, and she is <br />hereby authorized to enter into a renewal Agreement with Vision Benefits of America. Inc. <br />(VHA) to provide health care services, specifically vision care. to qualified Cit employees. <br />Said Agreement shall he in the form and suhstance as on file in the Department of human <br />Resources. with such changes in fmm and substance that are not substantially adverse to the ('ity <br />and which are approved by the Director of law.
