FROM QUALIFIED INDIVIDUALS OR FIRMS TO PROVIDE HOUSING MARKET ANALYSIS FOR THE CITY OF' NORTH OLMSTED, INCLUDING FOREST ELEMENTARY SCHOOL PROPERTY, AND FURTHER AUTHORIZING TILE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, TO LINTER INTO A CONTRACT UPON REVIEW AND SFZF_CTION OF S.O. Q. s. WHEREAS. Chapter 112 (Personal Set%ice Contracts) outlines procedure For the Cit}of North Olmsted to solicit Statements of Qualification (S.O.Q.) from qualified individuals or firms. which process allows for competitive proposals hascd on relative qualifications and allows the Board of Control to select the best qualified personal scrNice provider: and WHEREAS. the Director of Economic and C'.onununity Devefopmenl requests that this Council authorize the process outlined in Chaplet 112 of the North Olmelai Codified Ordinances to solicit S.O.Q.'s in order to prtwide tier a eilNwide housing market analNsis to include the highest and best use of the Forest Idemenuary School property: and WHEREAS, in accordance with the recommendation of the Director of Lconomic and Community Decclopmenl, it is the desire of this Council to authorize and initiate the S.O.Q. process to select it qualified firm or individual to perform housing market analysis for the 01N, including but not limited to the highest and best use of the Forest ElementarN School property. and upon selection of file best qualified provider bN the Board of Control. to authorize the Mayor to enter into it contract for personal screices. ,NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF C'UYAHOGA, AND STATE OF OFHO: SECTION l: That the Director of Economic and Community Development be and he is hereb} authorized to solicit or im ite Statements of Qualification (S.O.Q.) from qualified persons or firms to sere as and proNide for housing market analysis and related economic development consideration as to specific CaN owned properties, in accordance with Chapter 112 of the Codified Ordinances and based on specifications now on Zile in his office, and that. upon approval b%y the Board of Control. the Mayor is herehN authorized to enter into an agreement for such services with the most qualified persons / fimt to provide the services at a price that is fair and reasonable to the Cite.
