MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 14, 2023 <br />Present: Council Members Gilchrist, Glassburn, Hemann, Limpert, Madden, Scarl and Williamson. <br />Also Present: Mayor Nicole Dailey Jones and Director of Law Gareau and Director of Finance Copfer, <br />H. R. Director, Economic Director, Service Director, Recreation Director, Special Assistant <br />to the Mayor, Clerk of Council and guests. <br />Absent: Council President Brossard <br />Council President Pro Tempore Williamson called the meeting to order at 8:00 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. <br />REPORTS <br />Councilman Glassburn, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, March 14, 2023 at 7:31 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and <br />Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, <br />Director of Economic and Community Development Upton, Service Director Kearney, Recreation and <br />Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-21 An Ordinance to make appropriations for current expenses and <br />other expenditures for the City of North Olmsted for the Year Ending December 31, 2023 and <br />declaring an emergency, as Amended. Councilman Glassburn stated there were some <br />amendments suggested by Council which provided for some reductions as well as additional <br />seed -funding for the CIC, and re -funding the Home Heritage Program. The legislation with <br />Amendments was favorably recommended 3-0 and the Committee Meeting concluded at 7:46 <br />p.m. Councilman Glassburn moved to Amend Ordinance 2023-21. The motion was seconded by <br />Councilman Limpert and passed 7-0. <br />Roll Call: <br />Yes: Glassburn, Limpert, Hemann, Madden, Scarl, Gilchrist, Williamson <br />No:None <br />Motion carried. Ordinance 2023-21 amended 7-0. <br />Mr. Limpert voted yes with comment stating that he believes it to be prudent to make reductions in the <br />budget and wished Council had looked at more savings as it relates to new services and assets versus <br />cost -efficiency programs. <br />
