Council Minutes of 03-07-2023 <br />• Discussed Resolution 2023-29. A Resolution dispensing with the formal REP process and <br />authorizing the Mayor to enter into an agreement with Vision Benefits of America, Inc. (VBA) to <br />provide for employee health care benefits. Mr. Glassburn noted the benefits will continue at <br />the same rate as last year. The legislation was favorably recommended 3-0. <br />• Discussed Resolution 2023-31. A Resolution authorizing the Mayor to enter into a Rental <br />Services Agreement with Cintas for uniforms and supplies for several departments, by and <br />through participation in the State Purchase Program; and further authorizing the Mayor to <br />execute all contract documents, and declaring an emergency. The legislation was favorably <br />recommended 3-0. <br />• Discussed Ordinance 2023-21. An Ordinance to make appropriations for current expenses and <br />other expenditures for the City of North Olmsted for the year Ending December 31, 2023 and <br />declaring an emergency. Some discussion was had with regard to the permanent budget, <br />however, the legislation was held in Committee by a vote of 3-0, to be discussed when Director <br />Copfer is available and the Committee Meeting concluded at 8:36 p.m. <br />The Finance Committee met again on Tuesday, March 7, 2023 at 7:30 p.m. Present were Committee <br />Members Glassburn, Williamson and Limpert and Council Members Hemann, Madden, Gilchrist and <br />Scarl, Mayor Jones, Law Director Gareau, Finance Director Copfer, Human Resources Director Kidd, <br />Director of Economic and Community Development Upton, Service Director Kearney, Recreation and <br />Public Engagement Director Pinchek, Special Assistant to the Mayor Massarolo and guests. <br />• Discussed Ordinance 2023-21. An Ordinance to make appropriations for current expenses and <br />other expenditures for the City of North Olmsted for the Year Ending December 31, 2023 and <br />declaring an emergency. Mr. Glassburn stated that Director Copfer presented her rationale for <br />the projections, Council discussed the negative projects and will meet next week to discuss <br />Amendments and the legislation was held in Committee by a vote of 3-0 and the Committee <br />Meeting concluded at 8:00 p.m. Councilman Glassburn moved to remove Ordinance 2023-21 <br />from the Agenda; seconded by Councilman Limpert. <br />Roll Call: <br />Yes: Glassboro, Limpert, Hemann, Gilchrist, Madden, Scarl, Williamson <br />No: None <br />Motion carried. Ordinance 2023-21 removed from the Agenda by a vote of 7-0. <br />None. <br />AUDIENCE PARTICIPATION <br />Mr. Bruce Bluell <br />4716 Lansing Drive <br />Mr. Bluell came to Council to discuss the conditions of the old water pipes in North Olmsted, stating he <br />has had a lot of water leaks over the years, and just had another one last week. He feels like the City <br />continues to put patches in place. He said there Is a lot of sediment that comes into the house from the <br />leaks and moves to the water heater. He proposed that the City use ARPA funds to upgrade the old <br />water lines. Mr. Bluell asked if there were any plans to improve the water lines. <br />
