■ <br />CITY of NORTH OLMSTED �— <br />Mayor Nicole Dailey Jones <br />hemp -derived cannabidiol.'s Although fully legal, the lack of regulation in the United States around <br />Delta -8 and Delta -9 THC presents an environment similar to that of Kava and Kratom where there are <br />many contaminants, including lead and mercury, are present in the products. The centers for disease <br />control indicate that adverse effects of intoxication include; <br />Lethargy <br />Uncoordinated movements and decreased psychomotor activity <br />Slurred speech <br />Sedation <br />Coma <br />The research in inconclusive as to whether or not there is a scientifically dependable, and legally <br />enforceable drug test that can prove impairment when driving a motor vehicle. To borrow boxing <br />terminology, its a split decision. <br />Bath Salts <br />Although not named specifically in Ordinances 2023-52, 2023-53 or 2023-54, the Director of Public <br />Safety and the Director of Economic and Community Development crafted a definition that was <br />malleable to account for the ever changing landscape that is the unregulated psychoactive <br />substances. One such example of this evolution are synthetic cathinones, more commonly known as <br />"bath salts". Synthetic cathinones are unregulated psychoactive mind -altering substances with no <br />legitimate medical use and are made to copy the effects of controlled substances. They are <br />introduced and reintroduced into the market in quick succession to dodge or hinder law enforcement <br />efforts to address their manufacture and sale.t6 Researchers at the National Institutes of health <br />believe that these drugs mimic the effects of amphetamines, cocaine, MOLLY, and MDMA. <br />Conclusory Statement <br />The Administration's chief concern in regulating the substances in question is the preservation of the <br />public health, safety and welfare. There have been many conversations with the Police and Fire Chief <br />as well as the Building Commissioner as to the best approach to address the many heads of this hydra <br />monster that is present in communities across the globe.
