CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2023 - 62 <br />BY: Mayor Jones <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH <br />HYLAND SOFTWARE, INC. TO PROVIDE DIGITAL IMAGING SERVICES <br />AT A COST OF $43,443.00 IN APPROVED ARPA FUNDS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the Director of Economic and Community Development has recommended <br />that the City of North Olmsted spend approved American Rescue Plan Act (ARPA) funds, in the <br />amount of $43,443.00, to contract with Hyland Software, Inc. to provide additional digital <br />imaging services to the City of North Olmsted Building Department for the purpose of electronic <br />access to zoning files; and <br />WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP <br />process outlined in Chapter 112 of the North Olmsted Codified Ordinances in order to expedite <br />an immediate contract with Hyland Software for digital imaging services. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO.- <br />SECTION <br />HIO:SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with in order to immediately retain professional <br />services of Hyland Software Inc. as an emergency exception, and that the Mayor be and she is <br />hereby authorized to enter into an Agreement with Hyland Software to provide such services, all <br />as set forth in the Agreement attached as Exhibit A. The Agreement executed by the Mayor shall <br />be in a form and substance consistent with the provisions of this Resolution and as approved by <br />the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and shall go <br />into effect immediately in order to implement the digitalizing of city records, thereby making <br />them immediately available, all the while working to streamline municipal operations; and <br />further provided it receives the affirmative vote of two-thirds of all members of Council, it shall <br />take effect and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: First Reading: <br />Second Reading: (t—Ir Q3 <br />Third Reading:-5(1'-'"I.tA` <br />Committee: J;4MiU, <br />
