CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2023 —102 <br />By: Mayor Jones <br />A RESOLUTION RATIFYING AND RETROACTIVELY AUTHORIZING <br />THE MAYOR TO APPLY FOR UP TO $1,570,000.00 IN FINANCIAL <br />ASSISTANCE FROM THE OHIO PUBLIC WORKS COMMISSION (OPWQ <br />IN GRANT FUNDING FOR THE CLAGUE ROAD RESURFACING <br />PROJECT, AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council has previously authorized participation in the Clague Road <br />Resurfacing Project, which was initiated in partnership with Cuyahoga County (Res. No. 2020- <br />83), as well as other improvements of Clague Road (Res. No. 2023-6 and 2023-81); and <br />WHEREAS, the Mayor and Director of Public Service have been invited by State and <br />County partners to take the lead role on the grant funding applications to be submitted to the <br />Ohio Public Works Commissions (OPWC) and to timely file application for up to $1,570,000.00 <br />in financial assistance available from the State of Ohio; and <br />WHEREAS, it is the desire of this Council to ratify and retroactively authorize the Mayor <br />to make, sign and file grant funding applications and related forms, with the OPWC, to qualify <br />for financial assistance on the Clague Road Resurfacing Project in the amount of up to <br />$1,570,000.00. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTYOF CUYAHOGA, AND STATE OF OHIO. <br />SECTION 1: That the Mayor be and she is hereby retroactively authorized to make, sign <br />and file grant funding application forms and other related commitments, through the Ohio Public <br />Works Commission (OPWC), to request financial assistance up to One Million, Five Hundred <br />and Seventy Thousand Dollars ($1,570,000.00), from the State of Ohio, by and through OPWC, <br />in reference to the Clague Road Resurfacing Project. Further, as may be necessary to effectuate <br />any such grant application procedure through the OPWC, the Mayor and her designees are hereby <br />authorized to execute any documents required by the OPWC to fulfill the grant requirements. <br />SECTION 2: That the Council of the City of North Olmsted, in order to meet OPWC <br />deadlines, hereby ratifies and retroactively authorizes and approves any and all grant application <br />forms signed and delivered by the Administration in anticipation of this Resolution. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately to ratify the <br />grant application already filed to meet OPWC requirements; and further provided it receives the <br />affirmative vote of two-thirds of all members of Council, it shall take effect and be in force <br />immediately upon its passage and approval by the Mayor. <br />PASSED: St 6-tFirst Reading: <br />Second Reading. �rrSpcnCLiCj <br />Third Reading: <br />Committee: - tta ne-e, <br />
