CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2023 -105 <br />BY: Mayor Jones <br />AN ORDINANCE TO AUTHORIZE THE APPROPRIATION OF <br />$82,500.00 FOR THE NORTH OLMSTED SAFE & HEALTHYHOMES <br />— HOME REPAIR PROGRAM FUND, SUBJECT TO <br />REIMBURSEMENT BY THE NORTHEAST OHIO PUBLIC ENERGY <br />COUNCIL (`NOPEC) ENERGIZED COMMUNITY GRANT <br />PROGRAM, AND DECLARINGANEMERGENCY. <br />WHEREAS, the City of North Olmsted, Ohio (the "City" or "GRANTEE') is a <br />member of the Northeast Ohio Public Energy Council ("NOPEC") and has been awarded <br />one or more NOPEC Energized Community Grant(s) for 2022 ("NEC Grant(s)") as <br />provided for in the NEC Grant Program guidelines; and <br />WHEREAS, the City, as a participating member of NOPEC, has received an NEC <br />Grant from NOPEC for the Safe & Healthy Homes initiative, specifically the Home Repair <br />Program Fund, which has received initial funding in excess of 400,000.00, which program <br />has been offered loans of not more than $15,000.00 to qualified residents for home <br />improvements; and <br />WHEREAS, the City has the opportunity to appropriate additional funds for the Safe <br />& Healthy Homes — Home Repair Program in the amount of $82,500.00, subject to <br />legislative authorization and acceptance in accordance NEC Grant Program guidelines; and <br />WHEREAS, the City wishes to take advantage of and qualify for reimbursement of <br />said $82,500.00 pursuant to the Grant Agreement with NOPEC; and <br />WHEREAS, it is accordingly the desire of this Council to appropriate $82,500.00 <br />as described and further authorize the Mayor to seek reimbursement of same pursuant to <br />the NEC Grant Agreement with NOPEC, including such action as required by NOPEC to <br />qualify for reimbursement of the City's appropriation of $82,500.00. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE <br />CITYOFNORTHOLMSTED, COUNTY OFCUYAHOGA, AND STATE OFOHIO. <br />SECTION 1: This Council of the City of North Olmsted, as GRANTEE (the <br />"Council') finds and determines that it is in the best interest of the City, pursuant to the <br />terns and conditions of the Grant Agreement with NOPEC for the NEC Grant(s) for 2022, <br />to hereby authorize and appropriate $82,500.00 for expenditure in conjunction with the Safe <br />& Healthy Homes initiative, specifically the Home Repair Program Fund; and further this <br />Council further authorizes the Mayor to apply for reimbursement of said $82,500.00 under <br />the terms of the Grant Agreement to accept the NEC Grant(s) funds. <br />
