CITY OF NORTH OLMSTED RESOLUTION NO. 2023 -150 By: Mayor Jones A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A FIVE (5) YEAR CONTRACT WITH FLOCK GROUP, INC. IN ORDER TO PROVIDE FOR THE CONTINUED OPERATION OF FIFTEEN (15) FALCON LPR CAMERA SYSTEMS FOR DEPLOYMENT BY THE NORTH OLMSTED POLICE DEPARTMENT ATA TOTAL COST OF 5187,500.00, AS PRICED THROUGH THE STATE PURCHASE PROGRAM, • AND FURTHER AUTHORIZING THE MAYOR TO EXECUTE ALL CONTRACT DOCUMENTS, AND DECLARINGAN EMERGENCY. WHEREAS, the Director of Public Safety and the Chief of Police have recommended, in order to maintain operation of fifteen (15) Falcon LPR cameras already installed at various locations in the City of North Olmsted, that the City Council authorize a contract with Flock Group, Inc. in order to continue the services at the rate of $2,500.00 per camera, which is $37,500.00 per year, and a total contract price of $187,500.00 for five (5) years; and WHEREAS, the City of North Olmsted is not required by law to perform competitive bidding for this expenditure because the City Charter provides an exemption from competitive bidding when the pricing is established by the State Purchase Program (Charter Art. VIII, Section 6); and WHEREAS, it is the desire of this Council to authorize the Mayor to enter into a five (5) year contract with Flock Group, Inc. for the operation of fifteen (15) Falcon LPR Cameras, as installed at various locations in the City of North Olmsted, as used by the NOPD to enhance public safety and to further authorize the Mayor to execute all documents necessary to effectuate said purchase. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and she is hereby authorized to enter into a Five (5) year contract with Flock Group, Inc., through the State Purchasing Program, which was established by R.C. §125.04 and which the City is authorized to participate in pursuant to Ordinance No. 87-6 and the City Charter Article VIII, Section 6, in order to provide for Fifteen (15) Falcon LPR Cameras Systems and related services at a cost of $37,500.00 per year and a total cost of $187,500.00. SECTION 2: The Mayor is hereby authorized to execute any contract and/or other appropriate documents required by the authorized vendor(s) or the State of Ohio. Any such contract(s) executed by the Mayor shall be in a form and substance consistent with the provisions of this Resolution and approved by the Director of Law.
