CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2024 -1 <br />By: Mayor Jones <br />A RESOLUTIONAUTHORIZING THE DIRECTOR OF ECONOMIC <br />AND COMMUNITY DEVELOPMENT TO SOLICIT STATEMENTS <br />OF QUALIFICATIONS (S.O.Q.) FROM QUALIFIED <br />REDEVELOPMENT FIRMS TO FACILITATE THE <br />REDEVELOPMENT OF THE FORMER FOREST ELEMENTARY <br />SCHOOL PROPERTYSITE INTO SINGLE-FAMILYHOUSING AND <br />FURTHER AUTHORIZING THE MAYOR, FOLLOWING <br />APPROVAL OF THE BOARD OF CONTROL, TO ENTER INTO A <br />CONTRACT UPONREVIEW AND SELECTION OFS.O.Q.s. <br />WHEREAS, Chapter 112 (personal Service Contracts) outlines procedure for the <br />City of North Olmsted to solicit Statements of Qualification (S.O.Q.) from qualified <br />individuals or firms, which process allows for competitive proposals based on relative <br />qualifications and allows the Board of Control to select the best qualified personal service <br />provider; and <br />WHEREAS, it is determined that the City of North Olmsted presently lacks <br />sufficient housing options for, among others, empty nesters as well as young <br />professionals; and <br />WHEREAS, the City seeks a development partner to work with the City to co - <br />create a compelling, new neighborhood on the former Forest Elementary School site to <br />address housing needs; <br />WHEREAS, Director of Economic and Community Development requests that <br />this Council authorize the process outlined in Chapter 112 of the North Olmsted Codified <br />Ordinances to solicit S.O.Q.s to select a development firm that will bring a creative mix <br />of housing product with the ability to fill gaps that exist in the current housing market in <br />North Olmsted; and <br />WHEREAS, in accordance with the recommendation of the Director of Economic <br />and Community Development, it is the desire of this Council to authorize and initiate the <br />S.O.Q. process to select a firm to work with the City to reimagine and redevelop the <br />surplus City property formerly known as Forest Elementary School in order to address <br />housing needs within the City of North Olmsted and establishing innovative and much- <br />needed housing options, and upon selection of the best qualified firm by the Board of <br />Control, to authorize the Mayor to enter into a contract for such services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO. <br />
