Staff Comments <br />The Cuyahoga County Department of Public Works (CCDPW) is requesting FPA <br />Boundary and Prescription changes in Olmsted Township to allow for the extension of a <br />4,270 LF 18 -inch diameter gravity sewer to connect of homes with antiquated, failing <br />and/or malfunctioning home sewage treatment systems (HSTSs) to a publicly owned <br />sewer system. This project will eliminate existing off -lot outlets form HSTS to storm <br />water ditches and natural drainage channels in the area. <br />CCDPW is requesting an FPA boundary modification along the west side of Fitch Road <br />for nine parcels (29.42 acres); removing the parcels from the North Olmsted FPA and <br />adding them to the NEORSD — Southwest FPA. CCDPW is also requesting that the <br />Prescriptions for these parcels be changed from "Limited Sewers Expect Within 20 <br />Years" to "Sewers Expected Within 20 Years." <br />CCDPW is also requesting an FPA boundary modification along the east side of Fitch <br />Road for 27 parcels (41.51 acres); the parcels are currently not within an FPA (No FPA) <br />and would be added to the NEORSD — Southwest FPA. CCDPW is also requesting that <br />the Prescriptions for these parcels be changed from "Areas Served by On -Site Systems" <br />to "Sewers Expected Within 20 Years." <br />Attachment B includes a map of the Current FPA Boundaries and Prescriptions. <br />Attachment C includes a map of the Proposed FPA Boundary and Prescription changes. <br />The gravity sewer extension will be connected to a NEORSD sewer that has sufficient <br />conveyance capacity and will be treated by the NEORSD Southerly W WP that also has <br />sufficient treatment capacity. <br />CCDPW requested letters of support from North Olmsted, NEORSD and Olmsted <br />Township on November 22, 2023. Olmsted Township provided a letter of support. <br />Letters of support and/or signed NOACA acknowledgment forms have been submitted <br />by NEORSD, North Olmsted and the requirements Clean Wafer 2020 (Attachment D). <br />The Cuyahoga County Board of Health provided a letter of support for the FPA <br />Boundary and Prescription changes; the letter referenced Fecal Coliform sampling <br />records that exceeded 1.3 million cfu/100mL (Nuisance Conditions = 5,000 cfu/100mL) <br />in 2008. <br />Development Impacts: <br />The modification request is to provide sewer service to existing residential development <br />Staff Disposition <br />Staff recommends approval of the proposed FPA Boundary and Prescription <br />Modifications in Olmsted Township to allow the CCDPW to extend a 4,270 LF 18 -inch <br />diameter gravity sewer to connect of homes with antiquated, failing and/or <br />malfunctioning home sewage treatment systems (HSTSs) to a publicly owned sewer <br />11/28/2023 <br />4-7 <br />
