ATTACHMENT A <br />NORTHEAST OHIO AREAWIDE COORDINATING AGENCY <br />MEMORANDUM <br />TO: NOACA Water Quality Subcommittee <br />FROM: Grace Gallucci, Executive Director and Chief Executive Officer <br />DATE: December 8, 2023 <br />RE: NEORSD — Southwest FPA, North Olmsted FPA and No Planning Area FPA— <br />Boundary and Prescription Modifications in Olmsted Township <br />ACTION REQUESTED <br />The Water Quality Subcommittee (WQS) is asked to consider recommending this item to the <br />Planning and Programming Committee for placement on the Board of Director's March 2024 <br />meeting agenda. Specifically, the action will modify the facility planning area (FPA) boundary <br />and prescriptions for nine parcels (28.90 acres) along the west side of Fitch Road; these parcels <br />will move from the North Olmsted FPA to the NEORSD — Southwest FPA and revise the <br />prescriptions for wastewater treatment (prescriptions) from "Limited Sewers Expected Within 20 <br />Years" to "Sewers Expected Within 20 Years." Additionally, this action will modify the boundary <br />and prescriptions for 27 parcels (40.68 acres) along the east side of Fitch Road; these parcels <br />will move from the'No Planning Area FPA" to the NEORSD-Southwest FPA and revise the <br />prescriptions from "Areas Served by On -Site Systems" to "Sewers Expected Within 20 Years." <br />The boundary and prescription modifications are proposed to allow the extension of a 4,270 <br />linear -feet (LF), 18 -inch diameter gravity sewer to allow for connection of homes with <br />antiquated, failing or malfunctioning home sewage treatment systems (HSTSs). <br />The Cuyahoga County Department of Public Works (CCDPW), which is a Secondary <br />Designated Management Agency (DMA), proposes FPA Boundary and Prescription <br />Modifications to the NEORSD — Southwest FPA, North Olmsted FPA and No Planning Area <br />FPA boundaries & prescriptions. NOACA's Clean Water 2020 (208) Plan's FPA Policy 4-6: <br />Modifications to Facility Planning Areas (FPAs) of Designated Management Agencies (DMAs), <br />states that "Primary DMAs that own or operate a publicly owned treatment works (POTW) for <br />wastewater have lead responsibility for sewer planning within their established FPA, subject <br />only to appeal to the NOACA Board under FPA Policies 4-6a and 4-6b below." Additionally, <br />Clean Water 2020 allows Secondary DMAs to submit requests for FPA boundary and <br />prescription modifications. NOACA staff has reviewed the FPA Amendment Request Form and <br />has performed 208 Plan Consistency Review (Attachment A) <br />4-1 <br />
