Council Minutes of 04-16-2024 <br />recreational facilities, together with all necessary appurtenances thereto, and clearing, equipping and <br />improving the sites thereof. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 6-1. <br />Roll Call: <br />Yes: Glassburn, Limpert, Madden, Scarl, Gilchrist, Shymske <br />No: Hemann <br />Motion carried. Ordinance 2024-24 adopted 6-1. <br />Councilman Glassburn voted yes with comment to state that this is the first of many steps towards <br />making changes to these projects. He added that Council will continue to work on this piece of <br />legislation for the North Olmsted Park. Councilman Glassburn further stated Director Copfer has <br />indicated that she will only borrow that which is approved through appropriations. <br />Councilwoman Hemann voted no with comment to state that although she agrees that the park needs <br />updating and renovations to some extent, she believes the residents have waited a very long time for a <br />plan regarding our aging pool, both indoor and outdoor, stating her concerns should something happen <br />to either pool, which has been discussed for over 10 years. Councilwoman Hemann stated that <br />borrowing without a fairly certain plan is not something she can support on behalf of her residents, but <br />is looking forward to supporting a better plan for the park. <br />Ordinance 2024-25 introduced by Mayor Jones was given its third reading. An Ordinance providing for <br />the issuance and sale of not to exceed $625,000 of Notes, in anticipation of the issuance of Bonds, to <br />provide funds to pay costs of constructing, reconstructing, furnishing, equipping and otherwise <br />improving the City's fire stations, together with all necessary appurtenances thereto. <br />Councilman Glassburn moved for adoption. The motion was seconded by Councilman Limpert and <br />passed 5-2. <br />Roll Call: <br />Yes: Glassburn, Madden, Gilchrist, Scarl, Shymske <br />No: Limpert, Hemann <br />Motion carried. Ordinance 2024-25 adopted 5-2. <br />Councilman Glassburn voted yes with comment to state that he feels this project is even further away <br />than the park project, and it may be determined that a change in the scope of the project is needed, or <br />to pay for the project through other means other than notes. Councilman Glassburn added that he is <br />going to hold Director Copfer to her word that she will not use the money until Council comes to an <br />agreement on this project. <br />Councilwoman Hemann voted no with comment to state that she feels there really isn't a solid plan in <br />place, as there are still too many questions, and further added, that at last discussion, this was a $2 <br />million project, not $625,000. Councilwoman Hemann stated she looks forward to supporting a plan <br />when one is presented. <br />
