CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2024 - 32 <br />BY: Mayor Jones <br />AN ORDINANCE DISPENSING WITHA FORMAL RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT <br />WITH HOPE MEADOWS FOUNDATION TO PROVIDE MENTAL <br />HEALTH AND WELLNESS SERVICES FOR USE BY NORTH <br />OLMSTED SAFETY FORCES IN THE AMOUNT OF $30,630.00, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, Hope Meadows Foundation provides unique, evidence -based mental <br />health and wellness services using equine -assisted psychotherapy; and <br />WHEREAS, Equine -assisted therapy and learning are approved by the State of Ohio <br />for mandated mental health and wellness services for police, fire and dispatch workers <br />pursuant to First Responder Wellness Program grant guidelines; and <br />WHEREAS, the Agreement will cost $30,630.00 and will be funded by ARPA funds <br />provided to the City from the State Department of Public Safety First Responder Wellness <br />Program; and <br />WHEREAS, Section 112.10(c) of the Administrative Code provides that as an <br />exception to the RFP process, the City, upon approval of the Council, need not conduct a <br />formal RFP if the services sought are of such a unique or specialized nature that conducting a <br />formal RFP will likely not result in obtaining proposals from two qualified firms; and <br />WHEREAS, it is accordingly the desire of this Council to authorize the Mayor to enter <br />into an agreement with Hope Meadows Foundation to provide equine -assisted mental health <br />services without utilizing the RFP process given the unique nature of the services provided. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with by reason of the unique provider services <br />offered by Hope Meadows Foundation, and that the Mayor be and she hereby is authorized to <br />enter into an Agreement for such services. <br />SECTION 2: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Ordinance go into effect immediately so as to make <br />
