CITY OF NORTH OLMSTED RESOLUTION NO. 2024 - 49 BY: Mayor Jones A RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN RESOURCES TO SOLICIT REQUESTS FOR QUALIFICATIONS (R.F.Q.$) FOR CML SERVICE TESTING COMPANIES FOR ENTRY- LEVEL AND PROMOTIONAL TESTING. WHEREAS, the Civil Service Commission, together with the Department of Human Resources, administers both entry-level and competitive promotional testing; and WHEREAS, the City of North Olmsted Civil Service Commission seeks Statements of Qualifications from firms to famish services for competitive promotional testing and assessments over a period of two (2) years; and WHEREAS, Chapter 112 (Personal Service Contracts) outlines procedure for the City to solicit Statements of Qualifications (S.O.Q.) from qualified individuals or firms, which process allows for competitive proposals based on relative qualifications and allows the Board of Control to select the best qualified personal service provider; and WHEREAS, The Administration, on behalf of and in consultation with the Civil Service Commission, seeks the professional services of professional civil service testing consultant to facilitate the development of written testing materials and/or oral assessment for promotional testing to be performed in the Department of Public Safety; and WHEREAS, it is the desire of this Council to authorize and initiate the S.O.Q. process for said selection, and following consultation by the Civil Service Commission, and upon selection by the Board of Control, to authorize the Mayor to enter into a contract for such personal and professional services. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO. SECTION 1: That the Director of Human Resources be and she is hereby authorized to solicit or request Statements of Qualifications (S.O.Q.) proposals from qualified individuals or firms to perform consulting and professional services required to facilitate promotional testing, including written testing and/or oral interview assessment, on behalf of and in conjunction with the North Olmsted Civil Service Commission, and the Department of Human Resources, as such SOQ shall be subject to review in accordance with Chapter 112 of the Codified Ordinances, and further subject to evaluation and comment by the Civil Service Commission, and based on specifications described, and following approval by the Board of Control, the Mayor is hereby authorized to enter into an agreement for such services with the most qualified individual to provide the services at a price that is fair and reasonable to the City. SECTION 2: That this Resolution shall take effect and be in force from and after the earliest period allowed by law.
