CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2024 - 43 <br />BY: Mayor Jones <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE DIRECTOR OF RECREATION AND PUBLIC <br />ENGAGEMENT TO ENTER INTO A CONTRACT WITH MORGAN <br />SERVICES, INC. FOR LINEN LAUNDRY SERVICES AT SPRINGVALE <br />BALLROOM, AND DECLARING AN EMERGENCY. <br />WHEREAS, as a formal ballroom facility, Springvale uses linens in the performance of <br />its dining services in the Ballroom; and <br />WHEREAS, the City has previously engaged third party vendors to provide linen laundry <br />services for the Springvale Ballroom and Clubhouse; and <br />WHEREAS, the Director of Recreation and Public Engagement has recommended that <br />the City of North Olmsted contract with Morgan Services, Inc. for linen laundry services at <br />Springvale Ballroom; and <br />WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP <br />process outlined in Chapter 112.10 as the linen services are so unique and of such a specialized <br />nature that a formal RFP process would not result in proposals from two qualified firms, as has <br />been verified by Director Pinchek. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTYOFCUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with given the unique and specialized nature of the <br />service to be provided, and that the Mayor be and she is hereby authorized to enter into an <br />Agreement with Morgan Services, Inc. to provide linen laundry services all as set forth in the <br />Agreement, attached as Exhibit A. The Agreement may be for two (2) years with a City option <br />for a third year and shall be in a form and substance consistent with the provisions of this <br />Resolution and as approved by the Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and shall go <br />into effect immediately in order to maintain services at Springvale; and further provided it <br />receives the affirmative vote of two-thirds of all members of Council, it shall take effect and be <br />in force immediately upon its passage and approval by the Mayor. <br />
