CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2024 - 41 <br />BY: Mayor Jones <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH <br />MICROSOFT TO PROVIDE M365 HOSTED EMAIL SERVICES - <br />MIGRATION AT A COST OF $101,177.15, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, Information Services / Technology has recommended that the City of North <br />Olmsted contract with Microsoft for M365 Hosted Email Services -Migration for on -premises <br />Exchange Email to Microsoft Government Tenant M36, including Microsoft Office Suite <br />Products, Email and Endpoint Security, Microsoft Teams, Mobile Device Management and <br />related support services; and <br />WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP <br />process outlined in Chapter 112.10 as the services are so unique and of such a specialized nature <br />that a formal RFP process would not result in proposals from two qualified firms. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with given the unique and specialized nature of the <br />service to be provided, and that the Mayor be and she is hereby authorized to enter into an <br />Agreement with Microsoft to provide quoted email and related services, all as set forth in the <br />attached Agreement, attached as Exhibit A. The Agreement executed by the Mayor shall be in a <br />form and substance consistent with the provisions of this Resolution and as approved by the <br />Director of Law. <br />SECTION 2: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and shall go <br />into effect immediately in order to maintain email services and Microsoft licensing for vital <br />records, thereby making them immediately available, all the while working to streamline <br />municipal operations; and further provided it receives the affirmative vote of two-thirds of all <br />members of Council, it shall take effect and be in force immediately upon its passage and <br />approval by the Mayor. <br />PASSED: First Reading: -5 7 ay <br />Second Reading: a 7 -Third Reading: _6___q_;_Z47 <br />Committee: <br />
