MINUTES OF THE PUBLIC HEARING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MAY 21, 2024 <br />Present: Council President Brossard, Council Members Gilchrist, Glassburn, <br />Hamann, Limpert, Scarl and Shymske. <br />Also Present: Director of Law Gareau, Director of Economic and Community <br />Development Upton, Director of Safety Scofield, Director of Human <br />Resources Kidd, Service Director Kearney, Director of Recreation Pinchek <br />and Special Assistant to the Mayor. <br />Absent: Council Member Madden <br />President Brossard called the meeting to order at 7:13 p.m. <br />ISSUE: Ordinance 2024-28. An Ordinance Amending Section 1101.02 entitled <br />"Major Subdivisions; Procedural Requirements" of Chapter 1101 of the Planning <br />and Zoning Code of the Codified Ordinances of the City of North Olmsted <br />entitled "Subdivision Regulations" in order to eliminate the street length <br />provision when a cul-de-sac is planned as set forth in Section 1101.02(d)(2)(E). <br />President Brossard reminded Council that during a Public Hearing the goal is to hear <br />concerns and issues from the audience. <br />The Economic and Community Development Director explained that the Planning and <br />Design Commission (PDC) recommended amending legislation to increase the street <br />length threshold from 500 feet to 2,000 feet. He noted that some streets already <br />exceed this proposed length and that the current regulation is outdated, originating <br />from a time when technological limitation affected public infrastructure, such as water <br />pressure and fire safety. Director Upton mentioned that this requirement is <br />uncommon, with only three out of over twenty municipalities represented by their <br />consulting city engineer, CVE having similar regulations. The amendment is being <br />sought based on the City Engineer's recommendation and further support from PDC. <br />PUBLIC SESSION: <br />Connie English <br />5009 E. Park Drive <br />Ms. English asked if this change is for all cul-de-sacs in the City or only new cul-de-sacs. <br />Director Upton responded by stating that this does not affect any existing cul-de-sacs. <br />Ms. English asked if the new cul-de-sacs would be shorter. <br />Director Upton stated the new cul-de-sacs would be longer. <br />Ms. English asked how long the cul-de-sacs could be. <br />Director Upton responded by stating the legislation would change it from 500 feet to <br />2,000 feet. <br />
