Council Minutes of 06-18-24 <br />number of years, and was fortunate to watch his children participate in a similar event the last weekend. <br />Councilman Limpert boasted that they do a great job, which is evident by still having broad <br />participation. He ended by thanking everyone for running a great event that has continued for 46 <br />years. <br />Councilwoman Hemann, Chairwoman of the Recreation, Public Parks and Buildings Committee: <br />The Recreation, Public Parks and Buildings Committee met on Tuesday, lune 11, 2024 at 7:00 p.m. <br />Present were Committee Members Hemann, Scarl and Limpert, and Council Members Glassburn, <br />Madden, Gilchrist and Shymske, Council President Brossard, Mayor Jones, Law Director Gareau, Finance <br />Director Copfer, Human Resources Director Kidd, Safety Director Scofield, Service Director Kearney, <br />Recreation and Public Engagement Director Pinchek. <br />• Discussed Resolution 2024-61, A Resolution dispensing with the RFP process and authorizing <br />the Mayor to retain additional professional engineering services of Chagrin Valley Engineering, <br />pursuant to the terms and conditions of its current agreement with the city, for the purpose of <br />design services related to the 2024 Parks Improvement Plan, and declaring an emergency. <br />Councilwoman Hemann reported that Director Pinchek initiated the discussion by stating that <br />Chagrin Valley Engineering is the engineering company currently contracted to perform all city <br />engineering services by contract, for specific and requested services, at specific hourly rates for <br />the various services outlined in the City's contract with them. Mr. Jeff Filarski is the Chagrin <br />Valley Engineering staff member assigned to our City, and does have an office within City Hall. <br />Resolution 2024-61 requests that we invoke the engineering services provided by Mr. Filarski for <br />our 2024 Parks and Recreation Plan rather than commence with a bid process. The 2024 Parks <br />and Recreation plan exceeds the general contract amount we currently have with Chagrin Valley <br />Engineering, and would normally require a bid process. However, based on Mr. Filarski s <br />expertise, familiarity with our City, and the work he has already provided in the scope of cost <br />estimates and renderings under our contracted services, the City would like to continue with <br />Chagrin Valley Engineering and Mr. Filarski without a bid process. Bowen and Company was a <br />previously contracted engineering service, and John Patrick Picard was the previously contracted <br />architecture firms; and there were instances where both of those firms were hired outside of <br />the bid process based on experience, familiarity with projects, and services that had already <br />been provided toward a project. In all of those cases, it was a cost and time savings to proceed <br />with the current vendor firm. We are anticipating that the project will begin in the Fall of 2024, <br />meaning shovels in the ground, and will be completed by Fall 2025. There is also a fair amount <br />of grant money involved, and it is prudent to move forward with Chagrin Valley Engineering and <br />Mr. Filarski at the helm. The legislation was favorably recommended 3-0. <br />• Also discussed Ordinance 2024-64. An Ordinance approving and adopting the 2024 North <br />Olmsted Parks Improvement Plan, and declaring an emergency, as Amended. Councilwoman <br />Hemann reported that Director Pinchek outlined the scope of the 2024 North Olmsted Parks <br />Improvement Plan that had been a series of resident meetings held at the Community Cabin, as <br />well as various Finance Committee meetings, where it was discussed and decided how much <br />funding to provide for the parks plan. The overview of the parks plan provides for a multitude of <br />resident activities, and provides recreation opportunities for all resident levels, children through <br />adult, and touches all of our park facilities. The main park will see the undertaking of improved <br />basketball and baseball diamonds, improved all inclusive playground equipment, improved <br />concession and restroom facilities, an improved and fully connected walking track as well as the <br />addition of tennis courts, pickle ball courts and a splash pad, increased parking, and possible <br />restructuring of our Veteran's Memorial moving closer to the senior center patio area for <br />enhanced use. Clague Park will see improved all-inclusive playground equipment and possibly <br />
