CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2024 - 53 <br />By: Mayor Jones <br />AN ORDINANCE ESTABLISHING THE DEFIN[TION OF "THRIFT <br />STORE" IN SECTION 1115.11 OF THE PLANNING AND ZONING <br />CODE OF THE CODIFIED ORDINANCES OF THE CITY OF <br />NORTH OLMSTED ENTITLED, `DEFINITIONS S -T,", FOR THE <br />PURPOSE OF ADDING DEFINITIONS FOR USES ASSOCIATED <br />WITHRETAIL SALES BY THRIFT STORES, AS TWICEAMENDED. <br />WHEREAS, the Director of Economic and Community Development recommends <br />amendment of Chapter 1115 to define Thrift Stores, in connection with related Zoning Code <br />amendments which establish such conditionally permitted uses and limit their proximity to <br />specified existing uses in Business Districts; and <br />WHEREAS, the City of North Olmsted is evaluating, by and through its 2025 <br />Comprehensive Master Plan, expected to be introduced for review in July, 2024, and expects to <br />establish, as Goal 2 "Advancing Prosperity" that the City's zoning code should "Create a <br />Business Mix Matrix" by the establishment of a "more diverse and desirable mix" by the <br />restriction of saturated retail uses; and <br />WHEREAS, the City of North Olmsted shall review, by and through its 2025 <br />Comprehensive Master Plan, expected to be introduced for review in July 2024, in Chapter 2, <br />"Evaluation of Current Conditions" the identification of Used Merchandise Stores among 2017 <br />Industry Groups, and which found substantial excess of same in the Leakage/Surplus Analysis <br />and Maker Demand Analysis, and which support changes in the City's zoning code to restrict <br />and limit such retail uses, which have continued to proliferate since 2017; and <br />WHEREAS, it is the recommendation of the Director of Economic and Community <br />Development that the Council establish and add the definition of "THRIFT SHOP" in Section <br />1115.11; and <br />WHEREAS, after careful consideration, the Planning and Design Commission of the <br />City, on the 26th day of June, 2024, by formal motion, recommended that this Ordinance <br />amending Section 1115.11 of the Zoning Code, presently entitled "Definitions S -T" be <br />(approved) (disapproved); and <br />WHEREAS, following publication of newspaper notice in conformance with the <br />provisions of Section 14 of Article IV of the Charter and Section 1127.03 of the Zoning Code, a <br />public hearing was held on the 25th day of June, 2024; and <br />
