Council President Brossard:
Motion to amend Resolution 2024-91 made by Councilman Glassburn and seconded by
Councilwoman Hamann, roll call please.
Council Clerk:
Mr. Glassburn: Yes, with comment. I thank you all for your time and listening to me on this
issue, and I apologize for my lengthy comments.
Ms. Hemann: Yes.
Mr. Limpert: No.
Mr. Madden: Yes.
Ms. Gilchrist: No, with comment. The average $200,000 home will pay approximately $20
less annually with this proposed tax break, and the businesses will receive the greater share
of this tax break because they pay more in taxes. If it were possible to only apply this break
to residential homeowners and not businesses, that would be more appealing, but that is
not an option. So for me, it is a decision of a tax break of approximately $20 annually for
our residents or the City using the tax dollars to pay down our debt or buy school property. I
have to depend on Director Copfer's expertise, and I feel it is a better business decision at
this time to vote no.
Mr. Shymske: No, with comment. With the estimated savings that we are saving the
average homeowner being $85 a year on a $250,000 home, which amounts to a touch over
$7 a month, although it is not an insignificant amount of money, it does not give our
residents enough relief to put City services, big or small, at risk.
Mr. Scarl: Yes.
Council President Brossard:
Resolution 2024-91 is amended by a vote of 4— 3
Council Clerk:
Legislation on second reading:
Resolution 2024-91 introduced by Mayor Jones. A Resolution accepting the amounts and
rates as determined by the Budget Commission and authorizing the necessary Tax Levies
and certifying them to the County Fiscal Officer, as Amended.
Councilman Glassburn:
Mr. President.
Council President Brossard:
Councilman.
Councilman Glassburn:
I move to suspend the rule requiring three readings, this legislation has been heard three
times, and is only on second reading because of the amendment, which has been discussed
extensively, and I ask for a second.
Councilman Limpert:
Second.
09-24-24 Special Council Meeting Minutes - Page 2
