of bid results to the Recreation, Public Parks and Buildings Committee of the City Council and, <br />thereafter the approval of the Board of Control, to enter into a contract with the lowest and <br />best bidder and declaring an emergency, as Amended. <br />Councilwoman Hemann: <br />Mr. President? <br />Council President Brossard: <br />Councilwoman Hemann. <br />Councilwoman Hemann: <br />I'd like to make a motion to request suspension of the rule requiring three readings. This has <br />been in Committee of the Whole and in the Recreation, Parks, and Public Buildings Committee <br />for two meetings and discussed this evening. The urgency being that this is the remainder of <br />our ARPA funding which has a deadline and an expiration date, and we've been working on this <br />for almost a year, and it is absolutely in the public's best interest that we go back to having <br />audio and video available to our residents, and ask for a second. <br />Councilman Scarl: <br />Second. <br />Council President Brossard: <br />Motion to suspend the rule requiring three readings for Resolution 2024-101 is made by <br />Councilwoman Hemann and seconded by Councilman Scarl. Roll call, please. <br />Council Clerk: <br />Ms. Hemann: Yes. <br />Mr. Scarl: Yes. <br />Mr. Madden: Yes. <br />Mr. Shymske: Yes. <br />Mr. Glassburn: No. <br />Ms. Gilchrist: Yes. <br />Council President Brossard: <br />That motion passes by a vote of 5-1.
