Lastly, the sidewalk program was discussed. Director Upton led the discussion toward
Mr..... I'm drawing a blank, the City Engineer [Filarski]. It was discussed how the
sidewalk program will start in Ward 4. The deficiencies that are going to be flagged are,
if there is a one -inch rise between slabs, or if the sidewalk has been lifted by tree roots,
or if the sidewalk surface is deteriorating. Residents will receive a notice which will
include a picture of what is wrong with their sidewalk and that they have until lune 15th
to remedy the situation. If the sidewalk is not fixed by lune 15th, then the City will hire
a contractor to fix all the sidewalk slabs that were not repaired and will send an invoice,
with an option to pay the invoice directly to the City or the funds will be placed on a tax
duplicate. That process will not happen until August of 2026. The meeting concluded at
8:27 p.m., and that concludes my report, Mr. President. Thank you.
Council President Brossard:
Thank you. Councilman Madden, Chairman of the Intra -Governmental Relations Committee, do
you have a report this evening?
Intra -Governmental Relations Committee
Councilman Madden:
No report this evening Mr. President, thank you.
Council President Brossard:
And Councilman Shymske, Chairman of the Environmental Control Committee, do you have a
report this evening?
Environmental Control Committee
Councilman Shymske:
Yes, I do, Mr. President. You guys may remember back in August, [Resolution] 2024-92 came in
front of this body regarding the Equalization Basin project. A little history about that project. It
originally began in 2019, with a study and an estimated cost for the tank of $13,400,000 to
reduce basement flooding in a 10 -year, six -hour rain event. This project was originally bid in
2023 with the lowest bid coming in at $9.6 million, which was $1.785 million over the estimate.
The administration, and this body worked with CT Consultants to value engineer the project
and look for ways to reduce costs, and I am happy to announce that it has recently come back
from bid and came in at $7.815 million, saving $1.785 million from the previous amount, and
that, Mr. President, concludes my report.
Communications
Council President Brossard:
Thank you for sharing that. Are there any letters or communications coming for Council at this
time?
11-19-24 Council Meeting Minutes - Page 8
