2016, when we were dealing with the litigation and multiple criminal charges for <br />property maintenance violations at the Westbury, and part of the resolution of that, to <br />abate a fairly significant multi -hundred thousand -dollar fine that we secured, was for <br />them to make necessary repairs to the structure. Now anyone that's been driving by <br />there for the past several years sees that there's work being done. You might recall that <br />before they started that, we were concerned about deterioration, and an actual panel <br />had fallen off the building and landed outside. On November 30th, I received a memo <br />report to the City of North Olmsted from the contractor working on that project, just to <br />kind of get us up to speed, and I thought I would read a little bit of that to you to help <br />you understand what all is taking place at that site. So the company is Frost Building <br />Maintenance, completed, this was from 2016 to 2022, had completed six repair drops <br />on the building. The work consisted of brick repair, replacement, joint sealants, mortar <br />joint replacement, painting and the application of waterproof membrane to the <br />required balconies. The balconies were in fairly substantial bad shape. The work <br />performed by Frost helped reduce or eliminate the deterioration of the structural <br />elements of the building facade and has increased the overall appearance of the <br />building facade, we think, in a positive manner. <br />In 2023, a separate company took over to do additional work that was EBS Construction, <br />took over the facade work from Frost, covering the same work and the EFS installation <br />on the four corners of the building. In June of 2023, work continued on the repair and <br />preventative maintenance on the Westbury apartment's parking garage, which was in <br />dreadful condition, required to clear the outstanding violations related to the parking <br />garage. By the fall of 2023, all of the walls along the east, west and south side of the <br />garage had been designated for removal and replacement, had been completed. The <br />company, Jadco had also completed a phase on the top of the supported slab repairs, by <br />removing the existing blacktop and performing all necessary concrete repairs in the <br />area. They then went on to another phase at the top of the supported slab and continue <br />to work on the concrete columns and repairs. In 2024, brings us up to this year, the <br />repair work on the garage, starting with the inside of the garage, was commenced. <br />Jadco removed the northern side of the garage's upper level and began removing the <br />existing asphalt and performing additional concrete repairs. One last comment for 2024, <br />Jadco continued working in 2024 inside the garage during the winter season. Work was <br />concentrated along the north side of the garage. Work completed consisted of concrete <br />repairs on the columns, soffit and slab. Asphalt removal on the northwest corner began <br />in April of this year. Concrete floor repairs, starting with a large enough area of asphalt, <br />was removed and also additional concrete slab repairs were completed on the west. So <br />they're nearly finished with the interior of the garage and they're moving on to interior <br />painting. I tell you this just because I think it's a good result. This this had been a <br />problem for some period of time. It was unsightly. It was dangerous. We've received <br />calls from all over, after this went in the media, from all over the greater Cleveland area <br />about enforcement against these what could be deemed negligent landlords.
