CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2024 -126 <br />By: Mayor Jones <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ACCEPT FUNDS FROM THE <br />FISCAL YEAR 2014 STATE HOMELAND SECURITY GRANT PROGRAM <br />ADMINISTERED BY THE OHIO DEPARTMENT OF PUBLIC <br />SAFETYIEMERGENCY MANAGEMENT AGENCY IN THE AMOUNT OF <br />$158,500.00 FOR THE PURPOSE OF PURCHASING SPECIALIZED MEDICAL <br />EQUIPMENT, SUPPLIES, AND TRAINING FOR SWAT RESPONSE BY THE <br />NORTH OLMSTED DIVISION OF FIRE (NOFD ), AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the NOFD is a member of the Tactical Emergency Medical Support <br />("TEMS") Program within the Westshore Enforcement Bureau ("WEB") - SWAT, and is an <br />essential member of local, regional, and state partnerships to protect the community, the region, <br />and the state from terrorism; and <br />WHEREAS, NOFD, as the regional lead in the tactical emergency medical area, feels <br />strongly that the ability for emergency medical services to administer blood products during a <br />terrorist attack is vital due to terrorist attacks typically producing mass casualties with extensive <br />trauma. The timely administration of blood products can increase the survival rate of terror <br />attack victims; and <br />WHEREAS, NOFD will deploy this equipment to support joint counterterrorism efforts <br />and to increase the response capacity of the City of North Olmsted to the city and the region — an <br />area with a combined population of over 325,000 residents. <br />WHEREAS, funding includes mass casualty training equipment to ensure that NOFD <br />personnel are well-prepared and equipped to handle such incidents effectively. This investment <br />will strengthen the community's resilience and ensure a swift, effective response to terrorist acts, <br />with its mutual aid, automatic aid, and WEB partners; and <br />WHEREAS, the receipt of these finds do not require a local financial match. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO. <br />SECTION 1: That the Mayor be, and she hereby is authorized on behalf of the City of <br />North Olmsted, to execute all contract documents, as may be required, to accept funding from <br />the FY2024 State Homeland Security Grant Program in the amount of $158,000.00 for the <br />purpose of purchasing specialized medical equipment, supplies and training for SWAT response. <br />SECTION 2: That this Council finds and determines that all formal actions of this <br />Council concerning and relating to the adoption of the Ordinance were taken in an open meeting <br />of this Council and that all deliberations of this Council and of any committees that resulted in <br />those formal actions were in meetings open to the public in compliance with the law. <br />
