Director Upton explained to the Committee that in October of 2022, the City purchased <br />3.0 mitigation credits from Pine Brook Wetlands Mitigation Bank at a cost of $150,000; <br />that was reference 2022-87. And the credits were to handle the wetlands mitigation for <br />the original South Interceptor Equalization Tank project. With the subsequent <br />modifications made to reduce the cost of the Equalization Tank project, we will only <br />need 1.6 credits toward wetlands mitigation, the cost of which is $104,000, which will <br />result in a $46,000 savings to the City after returning the 3.0 credits purchased in 2022. <br />The 1.6 credits in this Resolution will be acquired from Granger Wetlands Mitigation <br />Bank and the City will return the 3.0 credits to Pine Brook Wetlands Mitigation Bank for <br />a credit/refund. Mr. Madden made a motion to recommend 25-20 to all of Council, <br />seconded by Councilman Marrie, and the motion passed 3-0. The Environmental Control <br />Committee concluded at 7:14 p.m. <br />• Mr. President, at the February 4th Council meeting this year, Ordinance 2025-8 was <br />passed out of Environmental Control Committee with a favorable recommendation to <br />Council. However, I made a motion at the time to remove the Ordinance 2025-8 from <br />the agenda to allow Law Director Gareau time to review and amend some wording to <br />clarify the Ordinance. Director Gareau has completed the amendments to clarify that <br />Ordinance. <br />And at this time, I would like to make a motion to accept the amended Ordinance 2025-8 and <br />ask for a second. <br />Councilman Marrie: <br />Second. <br />Council President Brossard: <br />Motion to amend Ordinance 2025-8 made by Councilman Madden, seconded by Councilman <br />Marrie.
