dimensions shows a minimum floor area of 550 sq. ft. for studio or one bedroom <br />apartments and 750 sq. ft. for two bedroom or more apartments. The design manual <br />section of the Cuyahoga County Planning Commission draft document used for Exhibit A <br />shows a four story building with what appears to be apartments occupying the second <br />through fourth floors. Code Section 1137 Multiple Residence (Apartment) District list <br />apartments as permitted uses. Article VII Section 2(e) of the City's Charter requires that <br />rezoning requests for the rezoning of land to Multiple Zoning (Apartment) use must be <br />submitted to the electors for approval or disapproval. The Mall Area Mixed Use Overlay <br />District includes apartment buildings. This appears to me as an effort to circumvent the <br />referral to the electorate of any change in use to multifamily as a result of this new zoning <br />classification. <br />
