Council President Brossard:
Thank you. Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee,
do you have a report this evening?
Streets and Transportation Committee
Councilwoman Gilchrist:
I do, Mr. President. Thank you. However, I would like that Councilman Madden provide the
Committee Report from April 22nd first, and then I will provide the report from this evening's
Streets and Transportation Committee meeting, thank you.
Council President Brossard:
Sounds good, thank you.
Councilman Madden:
Thank you. The Streets and Transportation Committee met on Tuesday, April 22, 2025, at 7:11
p.m. in the Caucus Room. Present were Committee Members Madden and Hemann,
Councilmen Limpert, Marrie, Scarl and Shymske. Also present were the Mayor, Directors of
Law, Finance, Human Resources, Economic Development, Service, Recreation, Special Assistant
to the Mayor, and guests.
• On the agenda was Ordinance 2025-38, which is an Ordinance amending the traffic
control file of the City of North Olmsted in order to install a no parking from here to
corner sign on Limpert Lane and declaring an emergency. Councilman Scarl shared with
Council that there have been complaints received from both motorists and residents on
Limpert Lane that when a vehicle is parked in the street, and there are two or more
vehicles looking to exit Limpert Lane onto Dover Center, there have nearly been
accidents due to vehicles entering the street having to stop quickly due to the one lane
being blocked by the parked vehicle. The new sign will allow more unobstructed lane for
cars entering the street and hopefully avoid any accidents in the future. Councilman
Madden made a motion to recommend the Ordinance to all of Council and it was
seconded by Councilwoman Hemann. The Committee voted 2-0 to forward the
Ordinance to Council, the meeting concluded at 7:16 p.m., and that concludes my
report.
Council President Brossard:
Thank you.
Councilwoman Gilchrist:
The Streets and Transportation Committee met again on Tuesday, May 7, 2025 at 7:01 p.m. in
the Caucus Room to discuss Resolution 2025-6. A Resolution declaring the necessity of the
construction repair of certain sidewalks in the City of North Olmsted by the abutting property
owners, the construction repair and assessment of the cost of sidewalks in certain cases by the
City Engineer. In attendance were Council President Brossard, all of Council, the Law Director,
Finance Director, Safety Director, Service Director, Special Assistant to the Mayor, and the City
Engineer, and guests.
• The City Engineer explained that the sidewalk program will focus on Ward 4 this year,
with some previously cited residents in Ward 2 included. Cost of each sidewalk panel is
05-07-25 Council Meeting Minutes - Page 7
