We have all heard about the parking problems with this rezoning. Side lot, rear lot, over the <br />building and under the building are where parking for employees and customers are to be <br />located. There is also a provision that a building or store has no minimum parking <br />requirement. I understand that the current parking requirements need to be changed and <br />that shared parking needs to be introduced. Maybe a formula based on number of <br />employees and anticipated customer counts can be made to address this problem. One <br />store not having enough parking will cause that store's overflow parking to use another <br />store's parking. We discussed shared parking when the current zoning code was put in <br />place a few years ago. The question of legal liability came up. In addition, I don't see where <br />disabled, handicapped, and senior access has been addressed. <br />I believe that Council needs to ask the Legal Department for a legal opinion as to whether <br />This issue has to go to the ballot. This rezoning allows for many apartments. The City <br />Charter requires a zoning change that allows "Multiple Residence (Apartment) use, not <br />district, must be referred to the electorate. You need to have the Law Department's opinion <br />to become part of the permanent record either in committee or on the council floor. <br />I hope you all have had a chance to at least quickly review this zoning code change. The <br />most important function of Council is to establish zoning for the City. Zoning establishes <br />rules for permitted use, setbacks, lot sizes and much more for both residents and <br />business. <br />
