• On the agenda was Resolution 2025-62, which was a Resolution authorizing the Director
of Law to enter an agreement with the law firm of Bricker Graydon, LLP, to provide
professional legal services for the creation of a New Community Authority, and declaring
an emergency. After a presentation by Bricker Graydon, LLP, this legislation was held in
Committee by a vote of 3-0, and the meeting concluded at 7:08 p.m.
Mr. President, I just want to echo your comments on Mr. Massarolo, and that concludes my
report. Thank you.
Council President Brossard:
Thank you. Councilwoman Hemann, Chairwoman of the Recreation, Public Parks, and Buildings
Committee, do you have a report?
Recreation Public Parks and Buildings Committee
Councilwoman Hemann:
I do, thank you, Mr. President. The Recreation, Public Parks, and Buildings Committee met this
evening at 7:08 p.m. to discuss Ordinance 2025-61, an Ordinance authorizing the Mayor to
enter into a purchase agreement with RCN Technologies to purchase hardware, installation,
and related service for the creation of wireless internet services for guests of the North
Olmsted Recreation Center and Springvale Golf Course through the State Purchase Program at a
cost of $76,667.53, and declaring an emergency. Present were all of Council, Committee
Members Hemann, Limpert, and Scarl. All of the Administration, with the exception of the Law
Director.
• The discussion around Ordinance 2025-61 really evolved years ago with needing to
provide services at the Recreation Center for guests for cell phone use and at the Golf
Course and at Springvale. We've been working at this quite a while, and now we are
proud to be able to offer those services as an enhanced guest experience at Springvale
and the Recreation Facility, and we will be more competitive for the rental of the guest
services. And our facilities are actually more safe with regard to, should something
happen on the Golf Course, someone now can just grab their cell phone and without
relying on their own network provider, have our own Wi-Fi available as well. So, I am
pleased to say that Chairperson Hemann made a motion to recommend 2025-61 to all
of Council, seconded by Mr. Scarl, and that motion passed 3-0. The meeting concluded
at 7:18 p.m.
Mr. President, if I may say, Chuck, I'm going to miss you. Thank you for everything.
Council President Brossard:
Thank you.
Councilwoman Hemann:
Thank you.
Council President Brossard:
Councilman Scarl, Chairman of the Finance Committee, do you have a report this evening?
06 i.7 25 Council Meeting Minutes Page 3
