Law <br />Law Director Gareau: <br />Thank you, Mr. President. The Mayor's mentioning of the outdoor pool opening in the cold <br />weather, inviting a very cold pool, reminds me of the swim lessons where I took the short straw <br />and had all three children up at the facility. I remember the Mayor's little ones splashing <br />around with her in there. We were all freezing, and I can relate what they're about to go <br />through, should they try to swim in that pool... some interesting memories. <br />• As you know, and as the Council knows, as the community may not know, for the small <br />portion of the community that's here, hello, community! The Charter Review <br />Commission concluded its work here under the direction of Chairman Mr. Jeff Sturgeon. <br />I've been working with them as legal counsel to assist with going over the various issues, <br />formulating possible topics to advance to you folks. And all in all, I thought it was an <br />excellent process. I thought that the members were well informed. They took the time <br />to have good discussions. They considered different items that came up, and you now <br />have that report, so I was pleased to be able to participate in that. It's one of those <br />things where it goes by five years, and you're like, wow, that was five years ago. So, yes, <br />we're going to do another one in five years. But as far as I'm concerned, I thought this <br />was a very well -run, well-done, thoughtful activity. There's only one recommendation. I <br />look forward to speaking with you on that subject next week. <br />• I'm also pleased to announce that in the matter of Robert Ray Ryder versus the City of <br />North Olmsted, in the Ohio Civil Rights Commission, this is an employee -driven <br />complaint with a claim of discrimination against the City of North Olmsted Department <br />of Public Service, a discriminatory retaliation, and discrimination claim, that claim was <br />defended. The decision is that it's not probable that the city engaged in any unlawful <br />discrimination practice in violation of the code, and the complaint was dismissed. I could <br />foresee that, the moment this was filed, I don't think it was well-grounded, and I did not <br />at any point consider that there would actually be a determination of discrimination on <br />the part of the city. It just didn't happen, and so that matter will be closed. He was given <br />the right to sue, if he wants to hire a lawyer and sue us, he's free to do so. I don't see it <br />happening, but if he does, he'll be met with just as significant and strident a defense as <br />there was with this one. So that concludes my report. Thank you, and Director of Finance Copfer, do you have a report this evening? <br />Finance <br />Finance Director Copfer: <br />Yes, I do, Mr. President. <br />• The city filed our unaudited, general-purpose financial statements with the Auditor of <br />State's Office on May 29, 2025. We are now completing the audit, and we're working on <br />the ACFR, which is the comprehensive report that has a lot more statistical and narrative <br />regarding it, that will come out and will be filed June 30th. <br />• Additionally, for the first time this year, we created, the Assistant Director of Finance <br />did, created the gap -basis financial statements for the Community Improvement Corp. <br />i 6-03 25 Council Me.eting Minutes Page 3 <br />
