CITY OF NORTH OLMSTED RESOLUTION NO.2025 — 73 By: Nicole Dailey Jones and Councilwoman Hemann A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A THREE (3) YEAR CONTRACT WITH THE CITY OF BEREA, OHIO FOR THE PURPOSE OF THE CITY OF NORTH OLMSTED PROVIDING THE CITY OF BEREA WITH POLICE AND FIRE DISPATCHING SERVICE, AND DECLARING AN EMERGENCY. WHEREAS, the City of North Olmsted presently operates its own professional dispatch center within the North Olmsted Division of Police; and WHEREAS, the three (3) year contract commences approximately January 1, 2026 and will end on December 31, 2029, unless a one-year option is agreed upon; and WHEREAS, The City of Berea will pay to the City of North Olmsted $455,436.00 in year one (1), payable in quarterly installments, with an annual three percent (3%) increase in each subsequent year, including the option year if elected; and WHEREAS, without professional, full-time dispatchers on City staff, the City of Berea has proposed to the City of North Olmsted that its professional dispatchers begin dispatching for police and fire service in the City of Berea; and WHEREAS, the City of Berea has approved the proposed agreement with the City of North Olmsted; and WHEREAS, the City of North Olmsted has the capacity and facilities to accommodate the request of the City of Berea and the City Administration recommends that the City of North Olmsted enter into a contract with the City of Berea to provide the services as described herein. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor be and she hereby is authorized to enter into a three (3) year contract with the City of Berea for the period January 1, 2026 through December 31, 2028, with a one (1) year option, in the base amount of $455,436.00, plus annual 3% increases, for the City of North Olmsted to provide police and fire dispatch services to the City of Berea. The contract shall be in form and substance substantially similar to the attached contract, marked as Exhibit A, with such additional negotiated changes in form and substance that are not substantially adverse to the City and which are approved by the Director of Law. The character of the agreement as not being substantially adverse to the City shall be evidenced conclusively by the execution of the agreement by the Mayor and the approval of the contract by the Director of Law.
