X'RER�E A C ITY C 0 U N C I L City of Berea, Ohio ORDINANCE NO. 2025-52 By: Councilwoman Mary K. Brown Sponsor: Mavor Cvril M. Kleem AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE CITY OF NORTH OLMSTED FOR EMERGENCY POLICE AND FIRE DISPATCHING SERVICES FOR 2026, 2027 AND 2028, AND DECLARING AN EMERGENCY. WHEREAS, the Administration, including the Chiefs of Police and Fire, have investigated, analyzed and evaluated options and alternatives in providing emergency police and fire dispatch services; and WHEREAS, such due diligence has been completed, and it is the unanimous recommendation of the Administration that the City of Berea enter into an Agreement with the City of North Olmsted for emergency police and fire dispatch services for the City of Berea; and WHEREAS, the annual cost for emergency dispatch services, paid in equal quarterly installments in 2026 shall be $455,436, with a 3% increase effective January 1, 2027, and January 1, 2028. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Berea, County of Cuyahoga and State of Ohio: SECTION 1. That the Mayor be, and hereby is, authorized to enter into the Agreement attached hereto and fully incorporated herein as Exhibit "A" with the City of North Olmsted for emergency police and fire dispatch services for the City of Berea at the annual cost of $455,436 in 2026, with a 3% increase effective January 1, 2027, and a subsequent 3% increase effective January 1, 2028. SECTION 2. That the Mayor is authorized to execute any agreements, documents and related papers necessary to effectuate the purposes of this Ordinance to effectively and efficiently provide for emergency dispatch services in the City as part of a regional dispatch program. SECTIOIy_, That it is found and determined that all formal actions of this Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of this Council, and that all deliberations of this Council and of any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.
