Recreation Public Parks and Buildings Committee <br />Councilwoman Hemann: <br />I do not, thank you. <br />Council President Pro Tempore Scarl: <br />Thank you. <br />Finance Committee <br />Council President Pro Tempore Scarl: <br />Thank you. At this time, I will provide a report for the Finance Committee. The Finance <br />Committee met on Tuesday, August 12, 2025, at 7:01 p.m. Present were all of Council, with the <br />exception of Council President Brossard, the Mayor, the Directors of Finance, Law, Economic <br />Development and Safety, HR, Service, and the Special Assistant to the Mayor. <br />• First on the agenda was Resolution 2025-66, the McCaulley Grant Writing Contract. <br />Director Upton explained that the term for the McCaulley Contract is now for 14 <br />months, and the fee was raised to $10,000 a month. He also added that McCaulley was <br />instrumental in securing $3.9 million in grants for the City. The Committee favorably <br />recommended Resolution 2025-66 to Council by a vote of 3-0. <br />• Next on the agenda was Resolution 2025-67, the R.E. Warner Job Creation Grant. <br />Director Upton stated the legislation is to adjust the start and end dates of the existing <br />10-year grant due to construction delays, noting there were no changes to the total <br />term. The Committee favorably recommended to Council by a vote of 3-0. <br />• Next was Ordinance 2025-75, the City's Health Care Plan for 2026. Director Kidd noted <br />this authorizes the broker to solicit excess coverage proposals for 2026, and after a brief <br />discussion, the Committee recommended Ordinance 2025-75 to Council by a vote of 3- <br />0. <br />• Last on the agenda was a financial review wherein Director Copfer provided a brief <br />update to Council on Q2 financials, noting revenues were up 10% over the prior year, <br />income tax and service charges were strong, while wages and materials were higher due <br />to retro pay and winter costs. She further noted that utilities were up 19.8% and health <br />care claims were down $372,000.00 and the Finance Committee concluded at 7:32 p.m. <br />Council President Pro Tempore Scarl: <br />Councilwoman Gilchrist, Chairwoman of the Streets and Transportation Committee, do you <br />have a report this evening? <br />Streets and Transportation Committee <br />Councilwoman Gilchrist: <br />I do not have a report today, President Pro Tem, thank you. <br />Council President Pro Tempore Scark <br />Thank you.
