There is hereby established a Division of Building within the Department of Public Safety. <br />The Division of Building shall be headed by a Building Commissioner who shall be <br />responsible for its organization and supervision. The Building Commissioner shall be <br />appointed by and be answerable to the Director of Public Safety. The qualifications for the <br />Building Commissioner shall be those as established in rules and regulations enacted and <br />amended from time to time by the State of Ohio, Board of Building Standards, as they relate <br />to certification of local Building Departments and Building Officials. <br />(a) Duties. The duties of the Building Commissioner shall include the supervision of all <br />personnel of the Division of Building, the issuance of all building permits, the enforcement <br />of all building and zoning regulations and the execution of all duties and authority granted <br />to Building Commissioners / Chief Building Officials by the North Olmsted Codified <br />Ordinances, the Ohio Revised Code and the Ohio Administrative Code. The Director of <br />Public Safety may from time to time require the Building Commissioner to perform <br />additional duties consistent with the position. <br />(b) Employees. The staffing of the Division of Building is hereby established and is <br />reflected in the organizational chart for the Department of Public Safety contained in <br />Section 139.99(d), which, as it pertains to this Division only, is incorporated herein as if <br />fully rewritten. The Mayor shall establish the compensation of all employees of the Division <br />within the salary ranges established by City Council, to the extent that such compensation <br />is not otherwise established by contract, or federal, state or local law. <br />139.07 DIVISION OF JUVENILE DIVERSION. <br />There is hereby created a Division of Juvenile Diversion within the Department of <br />Public Safety. The Division shall be headed by a Juvenile Diversion Coordinator. The <br />position shall in the discretion of the Mayor be either part-time or full-time. The <br />Coordinator shall be appointed by and be answerable to Director of Public Safety. <br />(a) Duties. The Juvenile Diversion Coordinator shall have charge of and shall <br />supervise the employees, operations and programs of the Division of Juvenile <br />Diversion. The Juvenile Diversion Coordinator shall act as liaison with the Police <br />Department and courts relative to juvenile justice prevention services and diversion, <br />including the Juvenile Traffic Intervention Program ("JTIP"). The Coordinator shall <br />perform such other duties as required and directed by the Director of Public Safety <br />and additionally as set forth in the job description on file within the Office of <br />Director of Human Resources. <br />(b) Emplovees. The staffing of the Division of Juvenile Diversion is hereby <br />established and is reflected in the organizational chart for the Department of Public <br />Safety contained in Section 139.99(e), which, as it pertains to this Division only, is <br />incorporated herein as if fully rewritten. <br />
