CITY OF NORTH OLMSTED <br />RESOLUTION NO.2025 - 97 <br />BY: Mayor Jones <br />A RESOLUTION DISPENSING WITH THE RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT FOR <br />PROFESSIONAL ENGINEERING SERVICES WITH CHAGRIN VALLEY <br />ENGINEERING, RENEWING THE TERMS AND CONDITIONS OF ITS <br />CURRENT AGREEMENT WITH THE CITY THROUGH 2O28, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the City has previously engaged the professional engineering services of <br />Chagrin Valley Engineering in order to retain the City Engineer, and to perform such additional <br />or extra projects as may be requested, the terms and rates for which having been pre -negotiated <br />and established; and <br />WHEREAS, the Director of Economic & Community Development has previously <br />recommended that the City of North Olmsted retain the service of Engineer Jeff Filarski, as City <br />Engineer, and now recommends that the City renew the Agreement with Chagrin Valley <br />Engineering for professional services and additional design services required by the City of <br />North Olmsted; and <br />WHEREAS, Section 112.10 of the Codified Ordinances sets forth exceptions to the <br />Request for Proposal Process ("RFP Process") including situations when independent contractors <br />provide professional services of a continuing nature to the City officials or residents; and <br />WHEREAS, the exception to the RFP Process is applicable to the services of the City <br />Engineer and Chagrin Valley Engineering; and <br />WHEREAS, it is the desire of Council to authorize the Mayor to dispense with the RFP <br />process outlined in Chapter 112.10 as to contracting for the planning, design and engineering <br />services for the City during 2026, 2027 and 2028 because Chagrin Valley Engineering has <br />demonstrated through performance that it meets the City expectations for staffing and for such <br />additional services as may be required at pre -established rates and the City Engineer is <br />acquainted and involved in the planning of any such projects. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Administrative Code is hereby dispensed with given the history, performance and continuing <br />nature of professional engineering services provided in the past and to be provided in the next <br />three (3) years, and that the Mayor be and she is hereby authorized to engage Chagrin Valley <br />Engineering, pursuant to the terms and conditions of the attached Agreement with the City of <br />
