CITY OF NORTH OLMSTED <br />RESOLUTION NO.2025 -128 <br />BY: Mayor Jones <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF HUMAN <br />RESOURCES TO SOLICIT STATEMENTS OF QUALIFICATIONS <br />(S.O.Q.) FROM QUALIFIED FIRMS OR INDIVIDUALS TO SERVE <br />AS THE CITY'S LABOR NEGOTMTOR; AND FURTHER <br />AUTHORIZING THE MAYOR, FOLLOWING APPROVAL OF THE <br />BOARD OF CONTROL, TO ENTER INTO A CONTRACT WITH THE <br />FIRM OR INDIVIDUAL SELECTED IN THE S.O.Q. PROCESS, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, Chapter 112 (Personal Service Contracts) outlines the procedure for <br />the City to solicit Statements of Qualifications (S.O.Q.) from qualified individuals or <br />firms, which process allows for competitive proposals based on relative qualifications <br />and allows the Board of Control to select the best qualified personal service provider; and <br />WHEREAS, Ohio Revised Code Chapter 4117 provides for the Mayor to engage <br />the services of a professional labor negotiator, including but not limited to licensed <br />attorneys at law, in order to best protect the City's interest in collective bargaining <br />agreements; and <br />WHEREAS, the Director of Human Resources requests that this Council <br />authorize the process outlined in Chapter 112 of the North Olmsted Codified Ordinances <br />to solicit S.O.Q.'s in order to provide specialized labor negotiator services for the City of <br />North Olmsted; and <br />WHEREAS, it is the desire of this Council to authorize and initiate the S.O.Q. <br />process to select an individual or firm to provide labor negotiator services, and upon <br />selection by the Board of Control, to authorize the Mayor to enter into a contract for <br />personal services. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Human Resources be and she hereby is <br />authorized to solicit or request Statements of Qualifications (S.O.Q.) proposals from <br />qualified individuals or firms to provide services as labor negotiator for collective <br />bargaining agreements in accordance with Chapter 112 of the Codified Ordinances and <br />based on specifications now on file in her office, with approval by the Board of Control, <br />the Mayor is hereby authorized to enter into an agreement for such services with the most <br />qualified firm or individual to provide the services at a price that is fair and reasonable to <br />the City. <br />
