to address the proposed site plan and the Economic Development Director, after <br />numerous conversations with Council, expressed that this is really to do the analysis and <br />then we'd be coming together with Council as we look for a plan to actually implement <br />select contractors for the proposed plan. The Resolution 2025-115 was recommended <br />favorably to all Council, by a vote of 3-0, and the meeting concluded at 7:16 p.m. Mr. <br />President, this concludes my report. <br />Council President Brossard: <br />Thank you. Councilman Scarl, Vice Chair of <br />Committee, do you have a report this evening? <br />the Recreation, Public Parks and Buildings <br />Councilman Scarl: <br />Yes, Mr. President, I do. Recreation, Public Parks and Buildings Committee met on Tuesday, <br />January 13, 2026 at 7:16 p.m. Present were all of Council, Council President Brossard, the <br />Mayor and Directors of Finance, HR, Economic Development, Safety Service, Recreation and the <br />Chief of Staff. <br />• On the agenda was Resolution 2026-1, which was the renovation of the Springvale <br />Ballroom Entrance. The legislation updates the entrance to the ballroom in order to <br />make this revenue more appealing to future renters. Director Pinchek noted that the <br />$107,000 cost is not in the temporary budget, and would have to wait for approval until <br />the budget is finalized in March. Therefore, the legislation was held in Committee by a <br />vote of 3-0 and the Committee concluded at 7:24 p.m. Thank you. <br />Council President Brossard: <br />Councilman Scarl, Chairman of the Finance Committee, do you have a report this evening? <br />Finance Committee <br />Councilman Scarl: <br />Yes, Mr. President, I do. The Finance Committee met on Tuesday, January 13, 2026, at 7:24 p.m. <br />Present were all of Council, Council President Brossard, the Mayor, Directors of Finance, HR, <br />Economic Development, Safety, Service, Recreation, and the Chief of Staff. <br />• On the agenda was Resolution 2025-128, the Labor Negotiator SOQ. Director Kidd <br />advised Council that the administration would be taking the lead in negotiating all six <br />contracts terminating at the end of 2026. However, it's been budgeted $50,000 in order <br />to have a negotiator on retainer, should one be needed. Resolution 2025-128 was <br />recommended to Council by a vote of three to zero and the committee concluded at <br />7:34 p.m. Thank you. <br />Council President Brossard: <br />All right, thank you.
