CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2026 - 25 <br />By: Mayor Jones <br />A RESOLUTION APPROVING THE AWARD OF A JOB CREATION <br />GRANT TO WESTERN RESERVE AREA AGENCY ON AGING AND <br />FURTHER AUTHORIZING THE MAYOR TO ENTER INTO A GRANT <br />AGREEMENT, AND DECLARING AN EMERGENCY. <br />WHEREAS, this Council created, through the adoption of Ordinance No. 2007-102, an <br />Economic Development Committee, for the purpose of reviewing applications for City Job <br />Creation grants and recommending eligibility as well as appropriate grant terms; and <br />WHEREAS, the Western Reserve Area on Aging ("Company") has provided senior <br />services in northeast Ohio; and <br />WHEREAS, the Company desires to relocate their corporate HQ and administrative offices <br />to North Olmsted by leasing office space in North Olmsted located at 25300 Al Moen Drive (the <br />"Site"); and <br />WHEREAS, the Company will create and have 330 employees (313 full time and 17 part- <br />time), with an associated annual payroll of approximately $20,000,000.00; and <br />WHEREAS, the Company has requested local and state incentives as inducement to <br />relocate to North Olmsted; and <br />WHEREAS, the Economic Development Committee has recommended that Company <br />receive a Job Creation Grant for a period of 10 years. For the calendar years 2026 through 2036, <br />the grant percentage shall be 40% of all City income taxes for jobs located at the Site on all annual <br />payroll through and including 2032, at 35% in 2033 and 2034, and at 30% in 2035 and 2036; and <br />WHEREAS, it is accordingly the desire of this Council to approve the Company's Job <br />Creation Grant application and to authorize the Mayor to enter into a Job Creation Grant <br />Agreement with Company. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That a Job Creation Grant be awarded to the Company for a ten (10) year <br />period beginning in the year 2026 which for each of the following calendar years would pay the <br />Company an amount equal to the corresponding percentages multiplied by the City of North <br />Olmsted income taxes for the Company's employees whose primary job location is the Site for <br />that year. <br />SECTION 2: That the Mayor be and is hereby authorized to enter into a Job Creation <br />Grant Agreement with Company consistent with the grant awarded in Section 1 of this legislation <br />
