MINUTES OF THE PUBLIC HEARING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED MARCH 10, 2026 Council President Brossard: The Public Hearing of March 10, 2026, will now please come to order at 6:46 p.m. Will the Clerk please call the roll? Will the Clerk please read the issue before Council this evening? Council Clerk: Resolution 2026-7. A Resolution approving and authorizing the Mayor to enter into a Joint Economic Development District ("JEDD") contract by and between the Township of Olmsted and the City of North Olmsted, Cuyahoga County, Ohio. Council President Brossard: Thank you. As a reminder to Council, this is a Public Hearing, we are here to listen to public comments. You may ask questions and follow up to audience comments, but there will be a committee meeting scheduled in the near future for more in-depth questioning. Mayor Jones, do you have any remarks with regard to this legislation? Mayor Jones: Thank you, Mr. President, I do. A JEDD agreement which was established in the State of Ohio in 1993 by the Ohio General Assembly, enables Townships, Cities, and Villages to cooperatively address concerns associated with economic development, diminishing local revenues, and growth pressure. A JEDD provides a local community approach to solving economic development issues by allowing local governments to enter into legal agreements that have the potential to increase revenues and create jobs. JEDD contractual agreements, which vary by jurisdiction, serve as significant economic development tools for local communities in the State of Ohio. This JEDD agreement that is before Council today is concerning the Olmsted Town Center development at the corner of Bagley and Stearns in Olmsted Township. The total projected real
