Any future zoning decisions would remain under local control. There are several communities in Cuyahoga County that are also participating in this study, which has a one-time cost of $25,000, with payment anticipated in January of 2027. Following additional discussion, the motion to recommend Resolution 2026-75 passed 3-0. The third item discussed was Resolution 2026-7, the JEDD with Olmsted Township, which was sent back to Committee for additional discussion. The Law Director provided a brief overview of the contract, including the amendments that have previously been approved and the reasons those amendments were proposed. The Economic Development Director then provided feedback from Olmsted Township regarding our proposed amendments. The Township agreed with several of our proposed changes, including removing the annexation language related to property outside of the JEDD in defense of Township property, Council's approval of the Mayor's JEDD appointee, removing the automatic renewal provision following the initial 25-year term, and the sewer and mutual aid agreement language, since these are already addressed through existing legislation. Olmsted Township requested that the revenue -sharing formula remain at the original 75/25 split, which is the equivalent to 1.5% and 0.5% respectively, with North Olmsted receiving 25% of the revenue and assuming 25% of the associated liability. Our original amendment proposed modifying the revenue -sharing formula to a 50/50 split. There was detailed discussion about the revenue split, with some members wanting to maintain the 50/50 share while asking for more information about potential liability and expenses, including RITA collection costs. There was also discussion about the JEDD generating additional revenue for North Olmsted and strengthening the city's relationship with Olmsted Township with the potential for future development opportunity. Following additional discussion, the motion to recommend Resolution 2026-75 passed 2-1, with one amendment to revert to the original 75/25 revenue and liability share. Mr. President, at this time, I would like to twice amend Resolution 2026-7 to change the revenue split to 1.5% and 0.5% and ask for a second. Councilman Madden: Second.
