Mr. Limpert: No, with comment. While I am fully supportive of the concept of collaborating <br />with Olmsted Township and working to build economic development together, I could not get <br />comfortable around this expense portion of this contract, but do applaud the Administration <br />for continuing to work for ways how we can grow economic development within North <br />Olmsted and surrounding cities. Thank you. <br />Mr. Scarl: No, with comment. I believe JEDDs can provide an opportunity for neighboring <br />communities to work together in a way that benefits both parties. However, this particular <br />JEDD Agreement is just too vague. I have reviewed other JEDD Agreements that contain <br />significantly more detail and clearly defined parameters that limit the JEDD Board's scope of <br />authority. Next, Council has received no supporting financial data or assumptions. The only <br />revenue projection provided is based on two figures contained in a September 2025 memo, <br />which I asked to be added to the minutes. Lastly and most importantly, this contract obligates <br />the City to share in expenses for which there are no caps or maximums. Simply stating that it is <br />in the Township's best interest to control expenses, provides no contractual protection to North <br />Olmsted. This agreement places no limit on expenses, including reimbursable expenses <br />submitted by the Township itself. This leaves North Olmsted residents financially vulnerable to <br />subsidizing costs associated with economic development in another community, if the expenses <br />exceed the revenue, and while I hope that never happens, I cannot support a 25-year contract <br />that even allows for that possibility.
