?- <br /> <br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2007 - 56 <br />By: Mayor O'Grady and the entire City Council <br /> <br />A RESOL UTION OPPOSING THE Q UARTERL Y CUSTOMER SER VICE <br />CHARGE IMPOSED BY THE CITY OF CLEVELAND ON WATER BILLS <br />WHEREAS, the residents of the City of North Olmsted are serviced by the Cit} of <br />Cleveland Water Department; and <br />WHEREAS, effective January 1, 2007, the City of Cleveland has instituted a new rate <br />structure (actual consumption charge plus quarterly customer service charge) that it believes will <br />more accurately reflect the actual cost of services and help recover the drop in consumption and <br />subsequent revenue shortfall over the past decade; and <br />WHEREAS, as part of the new rate structure, the City of Cleveland is charging a$7.00 <br />quarterly customer service charge through 2010 to all consumers of Cleveland water in order to <br />cover costs for meter reading, bill generation, collections processing, and core customer service <br />functions; and <br />WHEREAS, the City of North Olmsted has many residents on fixed incomes who will be <br />affected by the increase in rates; <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council hereby opposes the increase in water rates by the City of <br />Cleveland and urges the City of Cleveland to eliminate the $7.00 quarterly customer service <br />charge for North Olmsted residents. <br />SECTION 2: That the Clerk of Council be and is hereby authorized and directed to <br />forward a certified copy of this Resolution to the Mayor of the City of Cleveland and the <br />Cleveland Water Commissioner. <br />SECTION 4: That this Resolution shall take effect immediately provided it receives the <br />unanimous vote of all members elected to Council; otherwise, it shall take effect and be in force <br />from and after the earliest period allowed by law. <br />
