CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2008 - 20 <br />BY: Mayor O'Grady <br />AN ORDINANCE AMENDING SECTION 931.10 (GRADE <br />DEPOSITS FOR COMMERCIAL DEVELOPMENTS) OF CHAPTER <br />931 OF THE NORTH OLMSTED STREETS, UTILITIES AND <br />PUBLIC SERVICES CODE IN ORDER TO INCREASE <br />ENGINEERING AND INSPECTION FEES, AND ESTABLISH A <br />NEW METHOD FOR CALCULATING GRADE DEPOSIT <br />AMOUNTS, FOR COMMERCIAL DEVELOPMENTS. <br />WHEREAS, the engineering and inspection fees for commercial developments <br />have not been updated since 1991; and <br />WHEREAS, the City Engineer has recommended a new method for determining <br />the appropriate amount of deposit that must be submitted by commercial developers for <br />City engineering and inspection fees, as well as increasing engineering and inspection <br />fees to be charged to commercial developers in order to cover the amounts that the City <br />must pay per contract to its outside consulting engineering firm as well by salary to the <br />City Engineer, Assistant City Engineer, and other administrative officials; and <br />WHEREAS, it is accordingly the desire of this Council, acting upon the <br />recommendation of the City Engineer, to amend Section 931.10 of the Streets, Utilities <br />and Public Services Code to increase the fees for engineering and inspection services for <br />commercial developments in the City and to change the method of calculating the grade <br />deposit required for such developments; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, STATE OF OHIO: <br />SECTION 1: That Section 931.10 (Grade Deposits for Commercial <br />Developments) of the North Olmsted Streets, Utilities and Public Services Code which <br />presently reads as follows: <br />931.10 GRADE DEPOSITS FOR COMMERCIAL DEVELOPMENTS. <br />(a) This deposit shall be used for the establishing of finished ground <br />grades, the checking of all grades to see if they conform to the approved plans and if <br />necessary to perform an "as built" survey or to grade the site in accordance with the <br />approved grading plan. Costs shall be calculated at a rate of sixty dollars ($60.00) per <br />hour for the time spent by the City Engineer or the Assistant City Engineer, and forty <br />dollars ($40.00) per hour per man for the field crew for inspection. <br />
