CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2000-34 <br />BY.- MAYOR MUSIAL AND COUNCILMAN O`GRADY <br />AN ORDINANCE AMENDING SECTION 171.06 OF CHAPTER 171 OF THE <br />ADMINISTRATIVE CODE, ENTITLED "CONIM[JNITY REINVESTMENT,° IN <br />ORDER TO REQUIRE THAT ENTITIES WHO RECEIVE TAX ABATEMENT FOR <br />CONIlVffiRCIAL OR INDUSTRIAL PROJECTS AGREE TO MAKE A <br />CONTRIBUTION TO A BONA FIDE APPRENTICESHIP PROGRAM AS <br />AMENDED. <br />WHEREAS, the Mayor and this Council believes that a requirement that entities seeking <br />tax abatement agree to make a contribution to a bona fide apprenticeship program will <br />confer benefits upon the entity and the City as a whole by virtue of quality workmanship; <br />and <br />WHEREAS, the Mayor and this Council support efforts to train a workforce of skilled <br />construction workers; and <br />WHEREAS, the Mayor and this Council desires to amend Section 171.06 of Chapter 171 <br />to require that an entity who receives a tax abatement in connection with a commercial or <br />an industrial project, agrees to make a contribution to a bona fide apprenticeship <br />program; and <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, COUNTY OF CtIYAHOGA AND STATE OF OHIO: <br />SECTION ONE: That Section 171.06 of Chapter 171 of the Administrative Code, entitled <br />"Applications for Exemption; Procedure," which presently reads: <br />"171.06 APPLICATIONS FOR EXEMPTION; PROCEDURE. <br />(A) Every application for exemption from real property taxation shall be made to the <br />Housing Officer. If the application involves the remodeling of a single family or two <br />family house, then the Housing Officer shall process the application in strict accordance <br />with the provisions of Sections 3735. 65 et seq. of the Ohio Revised Code as applicable to <br />pre-1994 CRAs. If the application involves the remodeling of residential property <br />containing more than two units, or the construction or remodeling of commercial or <br />industrial property, excluding properties primarily used in making retail sales, then the <br />Housing Officer shall immediately forward such application to the Housing Council for <br />its review, analysis and recommendation to the Mayor-. <br />
