? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 99 -130 <br />BY: COUNCILMANPAUL MILLER <br />AN ORDINANCE AMENDING SECTION 927. 06 OF THE <br />CODIFIED ORDINANCES OF THE CITY OF NORTH <br />OLMSTED, ENTITLED "STORMWATER CHANNEL <br />EROSION CONTROL STANDARDS" AND DECLARING <br />AN EMERGENCY. <br />WHEREAS, the existing Section 927.06 requires stormwater retention systems to be <br />designed and installed when a new commercial building, an addition to a commercial building or a <br />new residential subdivision is to be constructed; and <br />WHEREAS, the calculation for the storage volume depends on a variety of factors <br />including soil conditions, ground slope and size of the drainage area tributary to the system; and <br />WHEREAS, the current ordinance does not require a specific minimum storage volume <br />for a certain area of hardsurface features such as roofs of buildings and concrete driveways or <br />pavement; and <br />WHEREAS, the City Engineer recommends the establishment of a specific minimum <br />volume of storage that is not dependent on soil conditions, ground slope or tributary area; and <br />WHEREAS, this Council accepts the recommendation of the City Engineer and desires to <br />enact legislation consistent with the recommendation of the City Engineer; <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: <br />SECTION 1: That Section 927.06 of the Codified Ordinances of the City of North Olmsted, <br />Ohio, entitled "Stormwater Channel Erosion Control Standards", which presently reads as <br />follows: <br />"STORMWATER CHANNEL EROSION CONTROL STANDARDS. <br />(a) In order to control channel erosion caused by increased stormwater runoff rates and volumes, <br />stormwater runoff from development areas shall be restricted. This provision shall apply to all <br />new construction and redevelopment on lots larger than 8,000 square feet, and for all <br />additions on lots larger than one-half acre. <br />(b) The peak rates of runoff after development shall be no greater than ninety percent (90%) of <br />the peak rates of runoff occurring before any development for all twenty-four hour storms <br />from one to one hundred year frequency.
