CITY OF NORTH OLMSTED ORDINANCE NO. 99 - 80 BY.• COUNCILPERSONS KASLER AND MILLER AN ORDINANCE AMENDING SECTION 171.06 OF CHAPTER 171 OF THE ADMINISTRATIVE CODE, ENTITLED "COMMUNITY REINVESTMENT, " IN ORDER TO REQUIRE THAT PROPERTY OWNERS WHO RECEIVE TAX EXEMPTION FOR COMMERCIAL OR INDUSTRIAL PROJECTS, AND THEIR CONTRACTORS AND SUBCONTRACTORS, AGREE TO ENTER INTO AND BE BOUND BY PROJECT LABOR AGREEMENTS WITH THE CLEVELAND BUILDING AND CONSTRUCTION TRADES COUNCIL, AND DECLARING AN EMERGENCY. WHEREAS, this Council believes that a requirement that developers seeking tax abatement agree to enter into and to abide by project labor agreements will confer benefits upon the developer, to-wit: assurances that there will be no work stoppages, timely completion of the project, quality workmanship, etc., and will also confer benefits upon the City, to-wit: expedient collection of taxes (as project will be completed in timely fashion), quality workmanship, etc.; and WHEREAS, this Council desires to amend Section 171.06 of said Chapter 171 to require that developers who receive tax exemption in connection with commercial or industrial projects, and their contractors and subcontractors, agree to enter into and be bound by project labor agreements with tlie Cleveland Building and Construction Trades Council; and WHEREAS, tllis Council specifically states that it does not intend, by enacting the following amendment to Section 171.06, to in any way convert its pre-1994 Community Reinvestment Area into a post-1994 Community Reinvestment Area, in accordance with this CRA distinction recognized in SB 19, eff. 7-22-94; and NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION ONE: Tliat Section 171.06 of Chapter 171 of the Administrative Code, entitled "Applications for Exemption; Procedure," which presently reads: °171.06 APPLiCATIONS FOR EXEMPTION; PROCEDURE.
