CITY OF NORTH OLMSTED <br />ORDINANCE NO. 99 - 51 <br />BY: MAYOR MUSIAL AND COUNCILMEN O'GRADY AND MCKAY <br />AN ORDINANCE AMENDING SECTION 171.06 OF <br />CHAPTER 171 OF THE ADMINISTRATIVE CODE, <br />ENTITLED "COMMUNITY REINVESTMENT, " IN ORDER <br />TO REQUIRE THAT PROPERTY OWNERS WHO RECEIVE <br />TAX EXEMPTION FOR COMMERCIAL OR INDUSTRIAL <br />PROJECTS, AND THEIR CONTRACTORS AND <br />SUBCONTRACTORS, PAY PREVAILING WAGES IN <br />CONNECTION WITH ALL PROJECT CONSTRUCTION <br />WORK, AND DECLARING AN EMERGENCY. <br />WHEREAS, Chapter 171 of the Administrative Code provides a process for property <br />owners in the City to apply to the City for tax exemption within Community Reinvestment <br />Areas of the City established pursuant to R.C. Section 3735.66; and <br />WHEREAS, this Council desires to amend Section 171.06 of said Chapter 171 to <br />require that property owners who receive tax exemption in connection with commercial or <br />industrial projects, and their contractors and subcontractors, pay prevailing wages for all <br />project construction work; and <br />WHEREAS, this Council specifically states that it does not intend, by enacting the <br />following amendment to Section 171.06, to in any way convert its pre-1994 Community <br />Reinvestment Area into a post-1994 Community Reinvestment Area, in accordance with this <br />CRA distinction recognized in SB 19, eff. 7-22-94; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, CDUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION ONE: That Section 171.06 of Chapter 171 of the Administrative Code, <br />entitled "Applications for Exemption; Procedure," which presently reads: <br />"171.06 APPLICATIONS FOR EXEMPTION; PROCEDURE. <br />(A) Every application for exemption from real property taxation shall be made to the <br />Housing Officer. If the application involves the remodeling of a single family or two family <br />house, then the Housing Officer shall process the application in strict accordance with the <br />provisions of Sections 3735.65 et seq. of the Ohio Revised Code as applicable to pre-1994 <br />
