CITY OF NORTH OLMSTED ORDINANCE NO. 99 - 51 BY: MAYOR MUSIAL AND COUNCILMEN O'GRADY AND MCKAY AN ORDINANCE AMENDING SECTION 171.06 OF CHAPTER 171 OF THE ADMINISTRATIVE CODE, ENTITLED "COMMUNITY REINVESTMENT, " IN ORDER TO REQUIRE THAT PROPERTY OWNERS WHO RECEIVE TAX EXEMPTION FOR COMMERCIAL OR INDUSTRIAL PROJECTS, AND THEIR CONTRACTORS AND SUBCONTRACTORS, PAY PREVAILING WAGES IN CONNECTION WITH ALL PROJECT CONSTRUCTION WORK, AND DECLARING AN EMERGENCY. WHEREAS, Chapter 171 of the Administrative Code provides a process for property owners in the City to apply to the City for tax exemption within Community Reinvestment Areas of the City established pursuant to R.C. Section 3735.66; and WHEREAS, this Council desires to amend Section 171.06 of said Chapter 171 to require that property owners who receive tax exemption in connection with commercial or industrial projects, and their contractors and subcontractors, pay prevailing wages for all project construction work; and WHEREAS, this Council specifically states that it does not intend, by enacting the following amendment to Section 171.06, to in any way convert its pre-1994 Community Reinvestment Area into a post-1994 Community Reinvestment Area, in accordance with this CRA distinction recognized in SB 19, eff. 7-22-94; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CDUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION ONE: That Section 171.06 of Chapter 171 of the Administrative Code, entitled "Applications for Exemption; Procedure," which presently reads: "171.06 APPLICATIONS FOR EXEMPTION; PROCEDURE. (A) Every application for exemption from real property taxation shall be made to the Housing Officer. If the application involves the remodeling of a single family or two family house, then the Housing Officer shall process the application in strict accordance with the provisions of Sections 3735.65 et seq. of the Ohio Revised Code as applicable to pre-1994
