. 4 <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2003 - 155 <br />By: Mayor Musial <br /> <br />AN ORDINANCE AU?HORIZING THE DIRECTOR OF PUBLIC SAFETY <br />TO PURCHASE TWO NEW RESCUE SQUADS, THREE NEW UTILITY <br />YEHICLES, AND OTHER RELATED EQUIPMEIVT, FOR THE NORTH <br />OLMSTED FIRE DEPARTMENT THROUGH THE STATE PURCHASE <br />PROGRAM; FURTHER AUTHORIZING THE MAYOR TO EXECUTE <br />NECESSARY CONTRACT DOCUMENTS; AND DECLARING AN <br />EMERGENCY. <br />R'HEREAS, the North Olmsted Fire Department needs to replace its rescue squads, as <br />the two in use are well beyond their planned useful life and were scheduled to be replaced three <br />years ago; and <br />N'HEREAS, the Fire Department also needs to replace three utility vehicles, two of which <br />were already retired from use this year and a third, still in use, is ten years old and needs to be <br />replaced as soon as possible; and <br />WHEREAS, a11 of the said rescue squads and utility vehicles are used as response vehicles <br />by the Fire Department and must be in good operating condition in order to insure the continued <br />safety of citizens and fire fighters during emergency responses; and <br />WHEREAS, separate legislation has been introduced before this Council, to-wit: <br />Ordinance No. 2003-156, providing for the issuance and sale of notes, in anticipation of the <br />issuance of bond, to pay for the purchase of the said vehicles as well as certain related equipment <br />for the vehicles that is described in the specifications on file with the Fire Department; and <br />WHEREAS, it is the desire of this Council to authorize the Director of Public Safety to <br />purchase the subject two rescue squads, three utility vehicles, and related equipment, through the <br />State purchase program, as a permitted exception to the competitive bidding procedure that <br />otherwise would be required for such expenditures, and to further authorize the Mayor to execute <br />any necessary contract documents; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Director of Public Safety be and he is hereby authorized to <br />purchase through the State Purchasing Program, which was established by O.R.C. Section 125.04 <br />and which the City is authorized to participate in pursuant to Ordinance No. 87-6, two new <br />rescue squads, three new utility vehicles, and the related equipment for these vehicles, which is a11 <br />described in specifications on file in the Fire Department.
