CITY OF NORTH OLMSTED RESOLUTION NO. 2003 -146 BY: Mayor Musial A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICE TO SOLICIT BIDS FOR LABORATORY ANALYTICAL SER11ICES FOR THE WASTEWATER TREATMENT PLANT; FURTHER AIITHORIZING THE MAYOR, UPON APPROYAL OF THE BOARD OF CONTROL, TO ENTER INTO A CONTRACT WITH THE LOWEST AND BEST BIDDER; AND DECLARING AN EMERGENCY. WHEREAS, it is necessary that the Wastewater Treatment Plant obtain laboratory analytical services for the year 2004 in order to meet the requirements of its June 28, 2000 NPDES Permit; and WHEREAS, the Charter of the City of North Olmsted requires that said services be obtained through competitive bidding with a written contract awarded to the lowest and best bidder; and WHEREAS, technical bid specifications for said contract are on file in the office of the Superintendent of the Wastewater Treatment Plant; and WHEREAS, it is the desire of this Council to authorize the Director of Public Service to solicit bids for the said contract in accordance with the specifications on file in the office of the Wastewater Treatment Plant Superintendent, and to further authorize the Mayor, following approval of the Board of Control, to enter into a contract with the lowest and best bidder; NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: SECTIONI: That the Director of Public Service be and he is hereby authorized and directed to advertise for bids for a contract for laboratory analytical services for the Wastewater Treatment Plant for the yea.r 2004 in accordance with specifications now on file in the office of the Superintendent of the Wastewater Treatment Plant, and further that, upon approval by the Board of Control, the Mayor is authorized to enter into a contract and execute the same on behalf of the City of North Olmsted with the lowest and best bidder.
